UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

The New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

Our UN partner has requested the assistance of UNOPS in providing various ICT services. UNOPS has entered into a service-oriented agreement with the UN ICT partner to deliver support in various ICT domains. The objective of this function is to support our partner in executing the activities outlined in this TOR.

The incumbent of this position will be a staff member of UNOPS under its full responsibility.

 

 

Under the overall supervision of the Senior Programme Manager and direction supervision of the Application Architect, the ICT Specialist will carry out his/her tasks at Valencia, Spain.

Business/ Systems Analysis:
  • Manages projects involving feasibility studies, business analysis, systems analysis, design, development, and implementation of moderately complex systems, and/or, participates as a member of a technical team with responsibility for major components of the more complex systems.
  • Develops detailed business requirements, wireframes, system and other functional specifications and user documentation for major systems.
  • Engages with clients to provide technical advice to users, analyzing users’ requirements and translating these to technical requirements for development and deployment on enterprise platforms.
  • Researches, analyzes, and evaluates new technologies and makes recommendations for their deployment.

Technical Support:

  • Maintains, troubleshoots, and provides continuing user support, to include resolving difficult problems, and technical advice.
  • Organizes and performs unit and integrated testing, designing, and utilizing test bases; assists users acceptance testing.

Knowledge Management:

  • Develops training materials, operating and user manuals; trains staff in assigned systems.
  • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
  • Provides guidance to, and may supervise, new/junior staff, consultants, etc.• Performs other related duties as assigned.

The effective and successful achievement of key results by the ICT Specialist directly affects the overall efficiency and effectiveness of Project impacting the timely and effective implementation of the respective services and deliverables. This ensures client satisfaction and promotes the image and credibility of UNOPS as an effective service provider in project services and management. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education:

  • Advanced university degree (Master’s degree or equivalent) preferably in computer science, information systems, mathematics, statistics, or a related field with five (5) years of relevant experience is required or,
  • A first-level university degree (Bachelor’s degree or equivalent) in the above mentioned fields of study, with seven (7) years of relevant work experience will be given due consideration in lieu of the advanced university degree.

Desirable: (the following certification is optional. Candidates who do not have it are welcome to apply):

  • Professional Project Management Certification (i.e. PMP, Prince2 foundation, etc.) is desirable.
  • Certification in ISO2700, ITIL foundation or equivalent is desirable.

Work Experience:

Required Experience:

  • Relevant experience is defined as experience in software development or technical project planning, design, development, implementation and maintenance.
  • Experience in software testing and quality assurance

Desirable experience (the following experience is optional candidates who do not have it are welcome to apply):

  • Experience with agile software development management methodologies and tools.
  • Experience with cybersecurity principles and application of cybersecurity controls.
  • Experience in full life-cycle implementations of enterprise systems.

Languages

  • Fluency in English (write, read, speak) is required.
  • Knowledge of another official United Nations language is an asset.

Terms and Conditions

  • For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
  • For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
