As a Senior Asset Management Officer, you will manage the personnel and operations of Asset Management Services in the Logistics Management Unit in an efficient and cost-effective manner; oversee budget preparation and controls; manage procurement and service provider contract administration; review and recommend process improvements; prepare reports, and provide management support to the Unit Head, Logistics Management.
You will:
- Oversee efficient inventory operations by ensuring number and qualifications of deployed personnel; implement just-in-time and other supply management methods to improve storeroom space requirements and reduce inventory costs; oversee the inventory count activities including the analysis and reconciliation of results.
- Enhance and integrate fixed assets and inventory databases and the interface between Corporate Services Department, Information Technology Department, and Controller’s Departments.
- Oversee the asset and scrap disposal operations with concerned internal and external stakeholders; ensure compliance with ISO standards, internal control measures and applicable government regulations; oversee the implementation of ISO initiatives on paper conservation, waste and energy reduction and other departmental projects.
- Oversee the procurement and management of corporate souvenirs and executive tokens, including the administration of gifts; review and provide workflow approvals for procurement requirements, gate passes, exit clearances, and charges to external budget accounts.
- Manage Asset Management Services staff, coordinate work activities and provide training; contribute to the performance evaluation of service area staff and monitor overtime requirements.
- Manage service provider contracts and contractor personnel assignments; oversee all procurement and contract administration requirements; conduct market research, prepare Work Performance Statements and Service Level Agreements; and review and monitor the performance of service providers and ensure compliance with contract provisions.
- Manage administrative and capital budgets; formulate annual budget submissions; conduct periodic analysis of use and forecasts, ensure cost-effective use of allocated budget resources, and ensure accuracy of all statements of accounts and expenditures.
- Contribute substantially to strategic review and planning for Asset Management Services through the review and improvement of ADB policies, procedures and guidelines; identification of efficiency measures or streamlining opportunities; initiate and implement cost cutting programs; adopt new technologies/systems and research industry standards and best practices.
- Lead the team in audit reviews and implementation of action plans; ensure review and submission of attestation reviews and business process maps; prepare statistical reports; complete operational reviews and meet all required reporting deadlines; monitor and update the Asset Management Services website.
- Perform other duties that may be assigned and reflected in the incumbent’s work plan.
Qualifications
You will need:
- Bachelor’s degree in business administration, accounting, engineering or related fields preferably with master’s degree or equivalent and with additional professional training
- At least 8 years of relevant professional experience, and at least 4 years of supervisory experience.
- Apply expertise with inventory and asset management, audit, or related areas.
- Demonstrate analytical skills in operations, procurement, contract management and budget control.
- Working knowledge of an international institution’s IT systems and computer- based applications.
- Leadership experience with supervisory skills.
- Excellent command of written and verbal communication skills in English.
