The post is located at the Programme Office in Tunisia, in Tunis (Tunisia) under the UNODC Regional Office for the Middle East and North Africa (ROMENA). Within delegated authority, the Programme Coordinator (Head of Programme Office in Tunisia) will be in charge of coordinating the overall implementation of all programmes in Tunisia. The incumbent will also represent UNODC vis-a-vis the Government of Tunisia and the international community in Tunisia. They will be responsible and accountable for the efficient management of all human, financial and physical resources allocated to the programmes of the office, as well as for ensuring outputs of a high-quality standard. The Programme Coordinator works under the overall guidance of the Regional Representative for the Middle East and North Africa (ROMENA), and under the direct supervision of the ROMENA Programme Coordinator also acting as Deputy Representative. The incumbent is also a member of the relevant United Nations Country Team (UNCT) under the strategic guidance and coordination of the United Nations Resident Coordinator (UNRC), and member of the United Nations Development Group (UNDG) Regional Team wherever applicable. As a member of the relevant UNCT, the incumbent leads UNODC’s engagement in UN common country planning, programming, funding, monitoring and evaluation activities and actively contributes to the establishment of the Common Country Analysis and United Nations Sustainable Development Cooperation Framework (CCA and UNSDCF) and related joint workplan, resource mobilization and communications strategies and plans as well as the Business Operations Strategy especially under the UN reform and the 2030 Agenda. The incumbent is accountable for consulting with and keeping the Resident Coordinator, the UNCT appraised of UNODC programme implementation and resources mobilized for programmes/activities, undertaken in the context of the UNSDCF (those led by UNODC). The incumbent will be part of the Mutual Accountability Framework for the UNRC. As member of the local Security Management Team (SMT) the incumbent supports and advises the local Designated Official (DO) in all security management related matters and is responsible for the implementation of local security management decisions and appropriate security and safety measures and arrangements for all UNODC eligible staff, personnel, eligible family members as well as for UNODC premises and operations in the country, in coordination with the local UNDSS security officials and with advice from the UNODC Field Security Adviser at Headquarters Vienna, under the supervision of the UNODC Regional Representative as appropriate. Responsibilities
Within delegated authority, the Programme Coordinator will be responsible for the following specific duties: Programme Development and Resource Mobilization • Ensure the strategic direction and management of the programme for Tunisia and contribute significantly to expand and raise resources for the Tunisia Programme across all UNODC mandates with financial support from governments, international organizations and private sector. Maintain regular consultations with counterparts and ensure that donor funding agreements are honoured in a timely manner. • Under the leadership of the respective Regional Representative and Programme Coordinator, represent UNODC in Tunisia, liaise with Government officials on the development of national, regional and inter-regional long-term capacity-building in UNODC mandates and in particular in drug control and crime prevention, in order to promote adherence to and ensure consistency with the terms of the United Nations conventions, drug control treaties, the Conventions against Transnational Organized Crime (UNTOC) and Corruption (UNCAC),the international instruments to counter terrorism and the UN standards and norms in criminal justice and crime prevention. • Streamline outputs and translate programmatic objectives produced by ROMENA in efficient and viable technical assistance and policy development work for Tunisia and support ROMENA in the establishment of the strategic direction and expansion of cooperation in the context of the Regional Programme for the Arab States. • Advise the Regional Representative and DO management on dynamics in the Tunisia related to UN Country Team/s, SDGs and key transitions, UN Development System Reform and 2030 Agenda based on close interaction with other UNODC Field Offices, and HQ divisions. Contribute towards UN-wide strategic planning and cooperation in the field, in particular with the UN Development Coordination Office (UN DCO). Advocate for drugs/crime related issues to be embedded in key UN programmatic instruments such as the United Nations Common Country Analysis; Sustainable Development Cooperation Framework and Regional Collaborative Platforms/Issue Based Coalition; and contribute to the Efficiency Roadmap goals (i.e. Business Operations Strategy annual review; Common Back Offices/Local Shared Service Centres; Common Premises) as well as UN common goals such as women empowerment, gender equality. Advocacy • Establish close partnership with the national counterparts in Tunisia and manage and coordinate communications with governments, other UN agencies, international organizations, and diplomatic missions on drug control, crime prevention and criminal justice policy issues. Ensure the effective communication of UNODC’s work and its impact in Tunisia across substantive pillars. • As assigned by the Regional Representative, represent UNODC’s position in the country’s joint UN coordination mechanisms, national coordination platform or events and coordination fora and promote effective partnerships with Resident Coordinator, other UN entities, governmental institutions, civil society, national and international stakeholders, aid agencies, diplomatic community and financial institutions, parliamentarians, private sector stakeholders and media. Ensuring that UNODC’s mandates are fully reflected in the wider programme of work and UN initiatives in the country. • Effectively engage with governments, media representatives, parliamentarians, donors, civil society to place issues related to drug, crime and terrorism on the national and regional agenda by promoting and organizing outreach activities and provide timely and comprehensive advice to the relevant authorities in the target countries on long-term technical, support programmes and reform measures. Programme Implementation • Coordinate the implementation of the UNODC Tunisia programme focussing on drug control, countering human trafficking/smuggling of migrant, countering corruption, support to juvenile justice interventions, countering maritime crime and carry out oversight of planning, budgeting, implementing and monitoring of all projects and activities in Tunisia. • Lead, oversee and coordinate the crime prevention and criminal justice portfolio in the MENA region, applying effective, human rights-based crime prevention strategies, improved criminal justice responses including addressing violence against women and children, and prison reforms. • Ensure effective fund monitoring and financial management and reporting of the projects in Tunisia, meet related reporting obligations and coordinate timely projects’ reviews and revisions as required. • Prepare and draft a variety of high quality and timely written outputs, such as background papers, correspondence with governments, working papers, mission reports, presentations, policy proposals and ad hoc reports and organize and attend policymaking, expert group and programme/project related meetings, workshops, discussions, etc. make presentations. • Promote gender equality and gender mainstreaming in all programmatic activities and policies in line with UNODC gender strategy. Collect and analyse data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Building and Disseminating Knowledge • Analyse national needs and supporting national authorities in developing national systems’ response to challenges of drugs and crime and ensure collection, analysis and evaluation of information of recent trends related to drug, crime and terrorism in Tunisia and its relations to the region. Managing the Programme Office • Coordinate and advise the Regional Representative and Programme Coordinator in programme planning and providing oversight in managing the financial, physical and human resources of the local UNODC office under his/her supervision in line with the established policies and delegated authority in Tunisia. • Participate in the recruitment of staff for the Programme Office and coordinate and supervise the work of all UNODC staff and personnel located in Tunisia and working for the Tunisia programme including national and international consultants and provide effective leadership, set priorities, establish deadlines, and oversee effective delivery of management and administrative support. • Create an inclusive and diverse work environment which fosters civility and respect among colleagues including gender equality and uphold zero tolerance to harassment, including sexual harassment/exploitation, discrimination, and abuse of authority. • Ensure the safety and security of UNODC staff and personnel in Tunisia, in line with the framework of accountability and through liaising with relevant members and agencies of the UN Country Team and UNDSS. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Carry out any other work-related assignments as required.

Education
An advanced university degree (Master’s degree or equivalent) in political science, law, economics, public administration, business administration, public health or social science is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of professional, progressively responsible work experience in providing advisory services to governments at the national and international levels, including in developing countries is required. Work experience in project and programme management and in conceptualization and elaboration of projects is required. Work experience in resource mobilization, as well as liaison with national counterparts and international organizations is required. Profound work experience in drug control and crime prevention issues is required. Relevant work experience in a field office is desirable. Work experience in an international organization or with the United Nations system in the areas of criminal justice, rule of law and human rights is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of Arabic desirable. Knowledge of another United Nations official language is an advantage.
