CALL FOR EXPRESSION OF INTEREST
Development of ICT Competency Framework for Teachers in Namibia
UNESCO Windhoek Office, in collaboration with Namibia’s Ministry of Education, Arts and Culture in, seeks a qualified and experienced consultant to develop an ICT Competency Framework for Teachers in Namibia. This work will contribute to enhancing the quality of education in Namibia through inclusive ICT integration.
Terms of Reference
1. Background
Phase III of the UNESCO-Korean Funds-in-Trust (KFIT) project, ‘ICT Transforming Education in Africa’, aims to empower schools in beneficiary countries, including Namibia, to provide sustainable and uninterrupted access to quality education by strategically integrating ICT to enhance teaching and learning.
Following the inception of the project in Namibia, a needs assessment was conducted to identify key challenges and opportunities for ICT integration in education. The needs assessment revealed critical gaps and challenge hindering teacher professional development for ICT integration in Namibia. These gaps include the lack of a standardized ICT Competency Framework for Teachers in Namibia, and a need for more ongoing professional development opportunities that cater to diverse subject areas and learning needs. These challenges make it difficult to systematically assess teacher competencies, identify areas for improvement, and ensure consistency in teacher development programs across different educational institutions. Despite some existing pre-service and in-service training initiatives on digital skills, a framework is crucial to guide professional development and ensure teachers possess the necessary skills to effectively integrate technology into their teaching practices.
Further to that, a situational analysis has been conducted through the Regional ICT in Education Summit organized by the Ministry of Education, Arts and Culture through the Otjozondjupa Regional Directorate of Education, Arts and Culture, to identify key ICT competencies for teachers in Namibia. Based on the findings of the situational analysis, this consultancy will develop a national ICT Competency Framework for Teachers in Namibia and contribute to Outcome 2 of the project, which focuses on strengthening teachers’ digital capacities. The framework will outline the essential competencies for teachers across different levels and subject areas, aligned with national educational priorities and international best practices. This framework will serve as a foundation for developing and implementing effective teacher training programs, ultimately contributing to the integration of ICT in education across Namibia.
2. Objectives
The main objectives of this consultancy are to:
• Develop a draft ICT Competency Framework for Teachers in Namibia, informed by the analysis report and recommendations from the Otjozondjupa Region ICT in Education Summit of October 2024.
• Conduct stakeholder consultations to gather feedback and validate the draft ICT Competency Framework for Teachers in Namibia.
• Finalize the ICT Competency Framework for Teachers in Namibia based on stakeholder feedback, ensuring alignment with national educational priorities and international best practices.
3. Scope of WorkUnder the authority of the Head of Office of UNESCO Windhoek, and direct supervision of the National Project Officer for ICT in Education, the consultant will undertake the following activities:
1. Develop a draft ICT Competency Framework for Teachers in Namibia.
2. Conduct stakeholder consultations to validate the draft ICT Competency Framework for Teachers
3. Finalize the ICT Competency Framework for Teachers in Namibia by incorporating the feedback from the stakeholders.
4. DeliverablesThe consultant will deliver the following:
• Inception report outlining the proposed methodology and work plan.
• A draft ICT Competency Framework for Teachers in Namibia document.
• A stakeholder validation workshop report.
• A finalized draft ICT Competency Framework for Teachers in Namibia document endorsed by the Ministry of Education, Arts and Culture.
5. Duration of the Assignment
The consultancy is expected to be completed within 35 working days from the date of signing the contract. A detailed work plan with timelines for each deliverable will be developed in consultation with UNESCO upon commencement of the contract.
6. Qualifications and Experience
The ideal consultant should possess the following qualifications and experience:
• An advanced degree (Master’s or equivalent) in education, technology, instructional design, or related field.
• A minimum of 5 years of demonstrable experience in the field of ICT in education, with a proven track record in instructional design, teacher professional development, and conducting stakeholder consultations.
• In-depth understanding of current trends and best practices in ICT integration in education.
• Strong knowledge of curriculum design and development, pedagogical approaches, and assessment strategies.
• Excellent analytical, reporting, communication, and interpersonal skills.
• Knowledge of the Namibian education system would be an added advantage.

The application should consist of:
A CV and supporting documents.
A cover letter/statement indicating how their qualifications and experiences make them suitable for the assignment.
A written technical and financial proposal comprising: 1) the proposed approach for the undertaking of the assignment in line with the terms of reference; and 2) a financial proposal outlining consultancy fees and any other associated costs.
The evaluation of candidates is based on the criteria in the vacancy notice, and may include tests and/or assessments, as well as a competency-based interview.
