Program / Department Summary
The Mercy Corps Finance Department is responsible for all financial functions in the country program, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
General Position Summary
Working in the Finance Department under the direction of the Finance and compliance Director, the Finance Manager will ensure the accuracy and completeness of Mercy Corps accounting records and will have primary responsibility for managing the monthly accounting cycle. This position will provide support in budgeting at different level andsupport F&C director in finalization of management and donor reports.

Operations – Financial and Budgeting
Ensure effective, transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures.
Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of Mercy Corps programs.
Provide monthly standard accounting submissions to Mercy Corps management/HQ including general ledger files, account reconciliations, expenditures by Fund code/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner.
Provide monthly management reports to the Director Finance & Compliance and Program Managers, including expenditures by fund code, and other financial information, in a timely and accurate manner.
Manage the month end accounting close process, ensuring the accuracy and completeness of the ledger, sub journals and all supporting documentation in all country offices.
Assist the Finance Director in responding to audit inquiries.
Develop annual fiscal year budgets with the Director Finance & Compliance and develop and implement grant budgeting and forecasting systems with Program Managers.
Develop and prepare budget for new proposalin line with donor budget format and requirements.
Provide Budget Vs Actual reports monthly to program heads and discuss for the updated projection.
Involve in the grant close out meetings and coordinate with program heads for all financial, subgrant and compliance issues before grant close out.
Maintain relationship with financial service providers (FSP) in regard to timely transfers of payments.
Security
Ensure compliance with security procedures and policies as determined by country leadership.
Proactively ensure that team members operate in a secure environment and are aware of policies.

Knowledge and Experience
A BA/S or equivalent in accounting or finance required; advanced degree preferred
Five years of general ledger accounting, reporting and budgeting experience is required.
Fiveyears’ experience in the Finance Department of an international NGO is preferred.
Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
Advanced computer skills in MS Office programs, particularly Excel.
Prior management experience and strong organizational skills.
Excellent oral and written English skills.
Success Factors
The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The Senior Finance Officer must be willing to travel to Mercy Corps field offices and project sites.
