JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Movement Control Section (MCS) within the Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at the United Nations (UN) Headquarters in New York The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management encompasses the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Center, and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Logistics Officer reports to the Chief, Movement Control Section or designated official.
Responsibilities
Within limits of delegated authority, the Logistics Officer will be responsible for the following duties: Logistics support for new and ongoing peacekeeping and other field missions includes: supply chain management, materials management, transportation, maintenance, contracts and services management, communications, information technology, engineering and medical services. An incumbent at this level typically: • Prepares logistics and support plans, deployment timelines and budget requirements for planned or new peacekeeping missions. Develops logistical plans for existing missions. Develops contingency plans for drawdown and liquidation of missions. Develops and implements methodologies and tools to enable effective execution of logistic plans. Formulates mission specific Standard Operating Procedures (SOPs). • Manages logistics operations including management of logistics assets, materiel, contracts and personnel. Ensures timely, accountable, and cost-effective delivery of peacekeeping cargoes and personnel. • Ensures that supervised staff are adequately trained and cross trained, and identifies additional training needs to achieve high working standards. • Coordinates and provides logistics support to ongoing air, land, sea, or rail operations in a field mission. • Ensures that logistics requirements take into account gender-specific needs. • Coordinates logistics activities with procurement, finance, human resources, policy, and other substantive units. Follows up on legal and financial aspects of the mission. Develops and implements DOS logistics support policy, procedures, and methodologies to the common benefit of all functional units. • Prepares reports on materiel movements and other operational logistics issues. • Identifies plans and manages special logistics operations. • Ensures that accurate and complete accounting, reporting, and internal control systems are functioning and that all relevant records are maintained. • Prepares contingency plans and logistics preparedness reviews. • Coordinates logistics operations with other UN agencies, military, and other organisations in the field. • Formulates Standard Operating Procedures (SOPs) for measuring the Key Performance Indicators (KPIs) for the end-to-end supply chain management (SCM) processes through application of matrices for process diagnostics, identifies root causes for underperformance and proposes corrective actions for process improvement. • Develops dashboards for Business Intelligence (BI) and ensures integration and automation of data flow to the designed SCM dashboards for entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and other regional commissions. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, supply chain management, logistics, or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Certification in Supply Chain Operations Reference (SCOR-P) or equivalent is required. Certification in business intelligence tools (Web intelligence, MS Power BI, Analytics workspace or equivalent) is desirable.
Work Experience
• A minimum of five years of progressively responsible experience in logistics operations, supply chain management or related area is required. • Experience using Enterprise Resource Planning (ERP)/Systems Applications and Products (SAP), including supply chain modules such as Transportation Management (TM) and/or Supply Chain Management (SCM) or equivalent is desirable. • Experience working in a United Nations common system field presence (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes) or other similar international organization is desirable. • Experience in developing analytical tools and data pipelines, data modeling, and visualization applications (MS Power BI, Qlik, Tableau or similar), or business intelligence tools (SAP Analytics Cloud, SAP Business Objects, etc) for management reporting and performance metrics is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
