Organizational Setting and Reporting Relationship
The position of Real Estate Management Officer is assigned to the Institutional Services Division (CSIS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.
You will report to the International Staff and will oversee Administrative Staff.
Your Role
As a Real Estate Management Officer, you will provide active support in efficient implementation of Field Office Real Estate projects, with a focus on institutional activities and budget management and administration activities of the Field Office Support (FOS) team in CSIS.
You will:
- Monitor and analyze project costs for the Field Office Support (FOS) team and update relevant project cost management; and monitor template and guidelines.
- Support project implementation through ensuring that project funds and activities are used and implemented within the set timeline.
- Review and verify project expenditures against approved budget to help plan for new budget requirements, reallocation needs, or reprioritization.
- Support management of project pipeline, identify opportunities for continuous improvement of processes, and provide analysis vis-à-vis approved FOS portfolio.
- Prepare corresponding financial and resource requirements, background materials, and verify accuracy of computations for review by supervisor.
- Monitor project outputs, outcomes, and benefit realization. Support the team in developing project concepts, and stakeholder impact, outreach, and services program.
- Provide inputs to project presentation materials and other relevant documents for Project Steering Committees and prepare project related reports and documentation, including those required by relevant governance frameworks.
- Support and coordinate institutional activities related to FOS CAPEX projects, such as communication, stakeholder engagement, and other planning and coordination activities.
- Assist in developing compliance and governance procedures for management of project control activities.
- Provide guidance and coordinate the performance of team members by providing clear direction and regular monitoring of performance.
- Perform other duties as may be assigned and reflected in the incumbent’s workplan.
Qualifications
You will need:
- Bachelor’s degree in public administration, business administration, finance, economics, accounting, law or relevant fields with advanced training or professional certification (e.g. CPA).
- At least 8 years of relevant professional experience. Experience in project cost estimation and management, financial management, project implementation support and coordination and planning activities will be an advantage.
- Knowledge in accounting policies and principles, budget monitoring, budget control, cost analyses and auditing.
- Proficiency in the use of relevant computer-based programs and applications, such as eProc, budget management systems, SharePoint and familiarity with existing database management systems, and other relevant software and data analysis tools.
- Demonstrated ability to analyze relationships among several parts of a problem or situation.
- Strong interpersonal skills, with the ability to collaborate with different internal and external clients in a multicultural environment, showing leadership and expertise.
- Excellent written and verbal communication skills in English

Additional Information
ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resulting from the new job grading structure.
This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
