Organizational Setting and Reporting Relationship
The position of Senior IT Officer (Digital Solutions) is assigned to the Digital for Development Operations Division (ITOP) within the Information Technology Department. ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.
ITOP provides digital solutions by delivering and supporting software application/data/business process management service products. The division works with business stakeholders to ensure the digital solutions portfolio and roadmap meet business needs. It also drives information consistency and efficiency of product delivery. Guided by the application governance framework and leveraging these foundational services, the division provides digital solutions to support development operations, regional departments, resident missions, sectors and thematic knowledge management and market solution innovation.
You will be based at our Headquarters in Manila, Philippines and will report to the designated International Staff and may supervise junior National Staff and contractors.
Your Role
As Senior IT Officer (Digital Solutions) you will be responsible for ADB’s document and records management systems, which are mostly based on SharePoint and Microsoft 365. You will work closely with stakeholders, product managers, technical team members, including managed service providers to ensure successful delivery and adoption of product features. You will be maintaining the release roadmaps of the IT products, and planning releases based on a prioritized backlog of requirements.

You will:
Strategic Leadership and Planning
- Translate business requirements into technical solutions, in line with the best industry practices. Ensure compliance with organizational policies and legal requirements for documents and records management. Ensure solutions are integrated into the product release roadmap and validated through testing.
- Lead the analysis of user requirements for document and records management systems, overseeing the development of comprehensive system designs, functional specifications, and implementation plans.
- Work with business stakeholders to establish and implement policies and procedures regarding document storage, sharing, transmission, and destruction
- Manage the creation and evaluation of business cases and application change requests, ensuring efficient system integration and alignment with business objectives.
- Establish and maintain strong relationships with stakeholders and customers. Give expert advice, guide on product strategy, gather feedback, and prioritize needs effectively.
Project and Lifecycle Management
- Oversee the full lifecycle of documents and records management products, aligning with business goals and architectural standards.
- Organize and facilitate Agile meetings, schedule project resources, and address challenges to ensure the timely delivery of systems. Develop and refine Agile practices, ensuring alignment with best practices and organizational standards.
Development and Architectural Oversight
- Provide architectural guidance and direction for development activities, focusing on process design, solution integration, and adherence to best practices.
- Implement and manage technical solutions for documents and records management based on SharePoint, M365, and records management addons. Meet coding, security and quality standards, and align with industry best practices.
Operations, Support, and Continuous Improvement
- Ensure support service levels for document and records management systems
- Participate in or lead training sessions, webinars, and workshops on documents and records management.
- Champion service delivery through Agile, DevOps, CI/CD practices, and spearhead the support and sustainability of automation initiatives.
Qualifications
You will need:
- Bachelor’s degree in MIS, Computer Science, Information Systems, Business Administration, or other relevant fields or related areas. A master’s degree or equivalent is preferable.
- At least 8 years of experience in developing and implementing large-scale IT systems, including 2 to 3 years of experience in team leadership for relatively big systems development/implementation projects. Additionally, at least 5 years of experience in enterprise applications and 3 years of experience in team leadership for application systems development/implementation projects. At least 4 years of supervisory experience is required.
- Experience in implementing document and content management systems, including taxonomies, content workflows, (electronic) records management and content lifecycle management.
- Excellent ability in systems analysis and design, and in preparing functional and detailed specifications.
- Extensive knowledge in Agile system development methodologies, product development, and the use of associated productivity tools (Azure DevOps, SDLC).
- Extensive experience in areas of operations engineering especially in document and content workflows and automation.
- Experience in implementing search engines, relevance ranking, and search engine optimization.
- Experience in implementing (Generative) Artificial Intelligence solutions is an advantage.
- Knowledge of Agile methodology, Scrum/Kanban framework, Azure DevOps (ADO), Microsoft Power Platform, Enterprise Content Management (ECM), and Business Process Management (BPM) systems.
- Excellent working knowledge in the products/application of Microsoft 365, SharePoint, PowerApps, Power Automate, Power BI, document, and content management.
- Excellent written and verbal communication skills in English are required.

Additional Information
ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resulting from the new job grading structure.
This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
This is a fixed term appointment with option to renew for an initial period of two (2) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit to the number of renewals. This appointment is open to internal and external applicants.
