FINAL TERMS OF REFERENCE
International Consultant for finalization of the National Guidelines for the Management of Tuberculosis, 5th Edition Namibia
1. Background
Please briefly describe why the work is needed and the context.
Namibia is classified among the 30 countries with the highest TB burden globally, with an incidence rate of 450 per 1000,000 population. The country is estimated to be missing 25% of its TB cases.
The current (4th) edition of the National Guidelines for the Management of TB was published in 2019 and are due for review every five years. Since then, there have been significant updates to international technical guidelines for the programmatic management, diagnosis, treatment and prevention of TB, particularly from the World Health Organization.
WHO has supported the initial review and drafting of the National TB guideline through an international consultant and the following were delivered:
* A tabulated list of recommended updates to the National Guidelines for the Management of Tuberculosis, rationale and location in the draft guidelines
* Microsoft PowerPoint presentation of suggested updates
* Draft National Guidelines for the Management of TB, 5th Edition
Technical assistance is being requested to finalize the National Guidelines for the Management of Tuberculosis in line with global standards.
Purpose of the Position
To provide technical support to finalize the National Guidelines for the Management of Tuberculosis in line with global standards.
Specific objectives
The specific objectives of this mission are:
1. To finalize the draft National Guidelines for the Management of Tuberculosis, 5th Edition
2. To review and update recording and reporting tools in line with the latest WHO guidelines.
3. To facilitate stakeholder consultations core-group writing for the national guidelines
Expected Output
* Final print ready National Guidelines for the Management of Tuberculosis, 5th Edition
* Revised Monitoring and Evaluation tools in line with the latest WHO guidelines.
Mission methodology
* Review and update the draft National Guidelines for the Management of Tuberculosis, 5th Edition
* Facilitate stakeholder consultation meetings for the TB guidelines
* Document recommendations for review in the guidelines
2. Deliverables
Outline clear tasks and deliverables, to be carried out in the framework of the background described above.
These need to be time-bound and specific.
The consultants will deliver:
* Final print ready National Guidelines for the Management of Tuberculosis, 5th Edition
* Revised Monitoring and Evaluation tools in line with the latest WHO guidelines
* A tabulated list of updates to the National Guidelines for the Management of Tuberculosis, rationale and location in the draft guidelines
* Microsoft PowerPoint presentation of suggested updates
* Debriefing slides of the mission within the 7 days after the end of the mission
* End of mission report within 21 days after the end of the mission
3. Qualifications, experience, skills and languages
Identify the educational qualifications and expertise needed for the terms of reference outlined above.
Educational Qualifications
Essential:
* Medical Degree from an accredited University
Desirable:
* Post-graduate qualifications in TB with a focus on DS-TB
Experience
Essential:
* At least 7 years of experience or more in the Management of DS-TB
* Availability during the period of the mission
Desirable:
* Experience in the implementation of the latest DS-TB regimens and new drugs.
* International, Partnership and communication experience
* Experience in Guidelines development
* Experience in international country support missions
Skills/Knowledge
* Strong writing and presentation skills
* Good knowledge in communication
Languages and level required
* Fluency in written and spoken English

5. Location

On site: WCO Namibia and Ministry of Health and Social Services
Off site: Remote
On site for insurance purposes: WCO Namibia (please indicate location/address). (This is where a duty travel is planned during the course of the consultancy, but the consultant is being hired to work from home)
6. Travel – If travel is involved, full medical clearance is required

The consultant is expected to render in country support for a period of 2 weeks, 24 February — 7th March (subject to change) for stakeholders’ and TB program consultation.
7. Remuneration and budget (travel costs excluded)
Rate: P4, 8 500.00 Total USD for 1 month, 14 days USD 3 966.67 (TOTAL USD 12 466.67)
Currency: USD
The payment will be made in as follows:
* Remuneration and payment schedule:
* 25% upon signature
* 75% upon submission of the Final print ready National Guidelines for the Management of Tuberculosis, 5th Edition and Revised Monitoring and Evaluation tools in line with the latest WHO guidelines.
The estimated consultancy period is 6 weeks from 03rd of February to the 16th of March 2025 but could be extended with no implication on the consultancy fee.
