Dates and details of deliverables: Del A: Deliver 1 day workshop for Fiji ODPP on the results and findings from the Cybercrime Act Desk Review (1 working day/ 16 January 2025) Del B: Develop draft MLA and Extradition manual for Fiji based upon the outline provided by Fiji AGO and ongoing discussions with AGO Office (30 working days/ 17 March 2025) Del C: Present MLA manual draft at ‘ratification and verification workshop’ for comment and amendment (1 working day/ 19 March 2025) Del D: Incorporate feedback and develop final MLA and Extradition manual for Fiji based upon amendments, comment, and discussion from key stakeholders (5 working days/ 28 March 2025) Del E: Design 2 day training course based upon findings of cybercrime act desk review, including lesson plan, agenda, pre/post-test questionnaire, presentation slides and practicable exercises and scenarios on cybercrime Act 2021 (5 working days/ 31 May 2025) Del F: Deliver national training course on Fiji Cybercrime act with reference to Deliverable 2, producing an activity and assessment report on the training delivered (4 working days/ 2 August 2025)

Duties and Responsibilities
The United Nations Office on Drugs and Crime (UNODC) Global Programme on Cybercrime (GLOX76) supports countries in strengthening capacities to prevent and combat cybercrime and has a particular focus on capacities in the areas of cybercrime and abuse prevention, cybercrime investigations and electronic evidence, and international cooperation in criminal matters involving electronic evidence crime and recover the proceeds of crime. Under the supervision of the Regional Counter-Cybercrime Coordinator and coordinating with Cybercrime Programme Officer, the consultant will provide the delivery of a questionnaire, workshop, and training course for national prosecution and legal staff on Fiji’s Cybercrime Act 2021. The purpose of this assignment is to address the training and development opportunities with Fiji’s Cybercrime Act 2021 from the perspective of the national prosecutors, fostering constructive dialogue and actionable steps to improve the application of the legislation, its utilization within Fiji’s criminal justice system as well as to provide recommendations for future reforms and amendments. The incumbent shall finalize the tangible and measurable outputs based on the agreed timeline. Specific tasks to be performed by the consultant: Under supervision of the UNODC Regional Counter-Cybercrime Coordinator based in Bangkok and working in close consultation with UNODC staff, the incumbent will develop a series of activities including: • Carry out a desk review of Fiji’s Cybercrime Act 2021 and draft a customized questionnaire targeted at Fijian prosecutors and legal staff to explore gaps, issues, and opportunities to improve the legislation through law reform as well as targeted training needs. • Deliver and lead a workshop with Fiji Prosecution staff to obtain qualitative input on Fiji’s Cybercrime Act with consideration to law reform proposals, identifying training needs, and establishing mechanisms to improve law enforcement / prosecution engagement on cybercrime. • Design, deliver and lead a training course addressing specific areas raised in both previous activities through the use of practical case studies, mock trials and scenarios with the aim of building confidence in the act’s application as well as addressing knowledge gaps. The incumbent will be responsible for the design of the training plan, materials, and pre and post-test questionnaire at least 20 days before the delivery of the training activity. All the training materials and course design notes should be handed over to UNODC along with mission reports. The course should cover, but not be limited to; o Introduction and overview of Pacific cybercrime legislative landscape o Presentation on outcomes from questionnaire and workshop o Targeted case studies, mock trials and practical exercises aimed at the areas of need identified through questionnaire and workshops. o Fostering taskforces and engagement channels with law enforcement to ensure utilization and application of Cybercrime Act is consistent across Fiji’s Criminal Justice System.
Qualifications/special skills
Education: An advanced university degree (master’s degree or equivalent) in law, business administration, criminology, political science, philosophy, criminal justice, economics, or sciences related is required. A first level university degree in similar fields in combination with (2) two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 10 years of professional prosecution or law experience with demonstratable experience with cybercrime and the use of digital evidence within a prosecution and courtroom context. Experience of designing, organizing, planning, and implementing training sessions is required. Experience of engaging, working collaboratively with, and presenting to both senior leadership and operational officers within a prosecution context is required. Experience in implementation of project activities and drafting assessment reports is desirable. Knowledge of cybercrime legislation and the use of digital evidence within criminal justice in the Pacific is desirable. Experience gained from working for the United Nations and/or other international law enforcement organizations is desirable. Skills: Excellent organizational skills. Excellent interpersonal and communication skills. Good team player. Ability to work under pressure and deliver under deadlines.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
