Duties and Responsibilities
BACKGROUND ACS supports member states in developing an online statistical dashboard to enhance data-driven decision-making and monitor digital-based data collection. The dashboard that ECA developed to monitor digital census has been implemented in several African countries. There is an ongoing request from member States to provide technical assistance in the field. In addition to the Census dashboard, the Ministry of Foreign Affairs of the Government of Botswana requested the ECA to establish an Operational/performance Data Management System to monitor progress on strategic deliverables and monitor and analyze its operations. The performance management system (PMS) will facilitate Ministry’s achievement of its strategic objectives, facilitate strategic alignment, enhance employee engagement, optimize resource utilization, and improve service delivery and accountability. The PMS will assist with effectively tracking performance, identifying strengths and weaknesses associated with Ministry’s operation and coordinating various initiatives, and enabling real-time reports. The performance management system is expected to improve the Ministry’s efficiencies, enhance the culture of data-driven decision-making, and contribute its share to the fulfillment of the country’s National Vision 2036 and the national development agenda, which is aligned with the 2030 Agenda and its Sustainable Development Goals as well as the continental Agenda 2063. The performance management dashboard was launched in February 2024 and has been in use since then. To ensure the successful implementation of the system, ECA is supporting the team of Ministry of Foreign Affairs, Botswana and facilitating the seamless operation of the dashboard. The ECA is also committed to providing ongoing support through further training sessions aimed at enabling the Ministry to effectively utilize and manage the Dashboard. After the deployment of the dashboard, there were interests from other ministries, particularly the office of the President of Botswana, the Prime Minister’s office of Eswatini and Mistry of Foreign Affairs, Malawi. ECA made presentations to these offices and anticipate potential demand for deploying and making this system available more broadly. Drawing lessons from these experiences of the Census dashboard in Member States and the experiences of the Ministry of Foreign Affairs Botswana in deploying and running the performance management dashboard, there needs a support from an expert in measurement to coordinate the implementation of the performance/ operational data management system and substantive measurement support in Member States. The performance management system has a huge potential to help government departments, ministries, agencies, and other offices measure performance and disseminate analytical reports. The system is successfully implemented in Ministry of Foreign Affairs, Botswana, it could serve as a model that the ECA could replicate it to national statistical offices, other ministries, and government offices across the Member States. DUTIES AND RESPONSIBILITIES Under the direct technical supervision of the Chief of Statistical Data Development, Data Innovation, and Outreach in the African Centre for Statistics (ACS); the oversight and strategic and policy direction of the Director of ACS, the successful Consultant will have the following list of duties and responsibilities: Develop the performance management dashboard system and create promotional materials for adoption by Member States; Coordinate the implementation of the performance management system within the ministry of foreign Affairs Botswana; Develop a detailed implementation plan, including timelines and deliverables, to enhance the dashboard in anticipation of its adoption by other ministries in Botswana; Review the existing performance management system and suggest possible enhancements; Analyze best practices and contemporary theories and literatures in public sector performance management, and based on this assessment, propose refinements to the existing system in collaboration with the team; Facilitate training sessions on the performance management system for managers and employees within the ministry; Provide technical assistance, support, and guidance throughout the implementation of the system. Generate periodic reports on the implementation progress and identify areas for improvement. Prepare training materials for the effective use of the system.
Qualifications/special skills
Advanced university degree (master’s degree or equivalent) in Business Administration or related area is required. A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master’s degree. At least five years of experience in program data management is required. Proven experience in designing, customizing, and implementing data management systems is desired. Experience in facilitating training sessions is desired.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of the other is an advantage. Knowledge of another UN working language is an asset.
