JOB DESCRIPTION

1. Role and responsibilities 

The Protection from Violence Officer will support the implementation of NRC’s Protection from Violence program, focusing on site management activities to enhance the rights and protection of conflict-affected populations, including IDPs and returnees. The following is a brief description of the role.

Generic responsibilities

  • Ensure adherence to NRC policies, guidelines, and procedures in all activities.
  • Ensure compliance with Protection from Violence Core Competency (CC) strategy, tools, handbooks, guidelines and standards.
  • Protection from Violence specific technical responsibility for implementation of technical activities of CC project(s) including Site Management.
  • Contribute to the development of the Protection strategy and provide insights on identified needs and gaps.
  • Ensure projects prioritize beneficiaries most in need of protection, while exploring innovative and improved ways to deliver assistance. • Promote and share ideas for enhancing activities and implementing necessary changes.
  • Build and maintain strong collaboration with relevant local authorities and key stakeholders.
  • Advocate for the rights of IDPs and returnees in alignment with NRC’s advocacy strategy.
  • Proactively monitor and assess field safety and security, promptly reporting any concerns or incidents to the manager.
  • Represent NRC Protection in relevant forums and meetings as delegated by the supervisor or management.

Specific responsibilities

  • Monitor and support collective sites regular visits.
  • Deliver support and training to collective site managers.
  •  Support in the organization and distribution of in-kind assistance to IDPs/local authorities/site administrators.
  •  Conduct participatory assessments to identify needs, gaps in services, and protection risks, and provide actionable recommendations for improvement.
  •  Support the establishment and effective functioning of site management committees at collective sites, ensuring inclusive participation from residents and stakeholders.
  •  Promote and facilitate accountability towards the site population, including taking any complaints from residents and making sure that all residents are aware of the NRC hotline and complaints mechanism
  •  Facilitate coordination among humanitarian actors and service providers to ensure a comprehensive and effective response at collective sites.
  •  Ensure the successful delivery of protection activities, including but not limited to: protection monitoring, psychological first aid (PFA), community-based building, awareness raising, referral of the protection cases for further assistance.
  •  Regular reporting using Excel, Word, ODK, KOBO.
  • Collaborate with technical teams to ensure site infrastructure and services meet protection standards and incorporate feedback from the community.
  •  Proactively update and implement protection from violence activities, including the NRC referral pathway. Maintain and analyze referral data using the Referral Matrix, adhering to strict confidentiality and safety principles.
  •  Identify vulnerable beneficiaries and internally refer them to NRC ICLA-Protection Case Management, Cash & Livelihoods, Shelter teams where necessary and appropriate.
  • In collaboration with the Team Leader and PfV Project Manager, prepare the Protection Monitoring and Collective Site Monitoring plans and targeted locations
  • Conduct community engagement activities; organisation and facilitation of meetings with people within collective sites and on Hromada level, organising elections for residents’ representatives, supporting site representatives and community groups in delivering projects that they believe meet the priority needs within their own communities.
  • Support capacity-building initiatives for local authorities, community leaders, and volunteers to strengthen site management and protection practices.
  • Integrate Protection Risk Assessments into all NRC multi-sectoral assessments in collaboration with the Protection Team Leader and Protection Coordinator, ensuring protection principles are central to planning and implementation.
  • Design, plan, and deliver training sessions and awareness-raising activities for NRC staff, community members, local NGOs, and duty bearers on CSP and Site Management and core protection practices.
  • Engage with displaced populations through visits to IDP camps, interviews, and focus group discussions to identify information needs and inform responsive programming

Reporting and documentation 

  • Produce monthly reports and support the Team Leader / Protection Coordinator in submitting internal reports as per schedule
  • Prepare and submit weekly and monthly work plans in a timely manner
  • Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program
  • Oversee the tracking and reporting of activities and target achievements in the services under their responsibility
  • Lead weekly supervisory meetings with team to address any issues and set team plans

Coordination and representation

  • Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers;
  • Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Protection from Violence programme staff
  • Site Management team/UDOC
  • Information, counselling and legal aid programme staff
  • MEAL

Context/specific skills, knowledge, required education background and experience: 

  • University degree in a social science, international law, or a related field.
  • Experience with case management, social or protection work (general protection case management preferred, gender-based violence or child protection case management acceptable).
  • Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times.
  • Good communication skills.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility, teamwork and change management skills, developed decision-making skills.
  • Ability to work effectively with people from all backgrounds, and develop strategies to address barriers faced by individuals most at risk of discrimination.
  • Previous training in psychosocial support or psychological assistance.
  • Well-developed organisational skills.
  • Experience in conducting community outreach and awareness raising activities.
  • Experience working with databases and tracking tools.
  • Good knowledge of data protection standards.
  • Understanding of protection issues in Ukraine.
