Duties and Responsibilities
Under the general supervision of UNCTAD ASYCUDA Regional Coordinator for CEE and Central Asia the consultant will: – Analyze gaps and assess needs of ASYCUDA user countries in the area of cross-border customs data exchange – Initiate engagement with neighboring countries to establish agreements for seamless cross-border data sharing and begin defining requirements for enhancing the Risk Management module to align with regional standards. – Develop initial designs for cross-border data exchange systems to enable real-time data interoperability between customs authorities and establish a framework for robust and secure data operations. – Test and validate selectivity criteria within the Risk Management system to refine automated decision-making processes and assist in finalizing draft agreements for data exchange – Assist in preparation to piloting cross-border data exchange systems at select sites to assess operational functionality and address initial technical and procedural gaps identified during testing.
Qualifications/special skills
An advanced university degree, Master, in computer science, engineering, mathematics or related field is required. PhD would be an advantage At least 7 years of progressively responsible experience in ICT sector dealing with analysis, deployment, management and maintenance of complex information systems is required Experience of implementing e-customs, e-finance or trade single window systems is required Experience of working at the governmental ICT sector is desirable Experience of implementing ICT projects in the transition economies region is desirable
Languages
Fluency written and oral in English and Russian is required.
