The Position:
Under the overall guidance of the Programme Coordinator and the direct supervision of the Gender and Social Policy Specialist, the GBV Programme Analyst will be responsible for analyzing relevant political, social and economic trends and providing substantive inputs to project formulation, monitoring and evaluation, quality control, joint programming initiatives and national development frameworks. S/he will be responsible to coordinate closely with stakeholders and line ministries to strengthen UNFPA’s thematic interventions on GBV and other harmful practices prevention and response. S/he will also perform a close coordination function on social norms and Behavioral Change interventions. The incumbent will play an important role in proposal writing, networking and other related activities for fundraising and resource mobilization of UNFPA in coordination with the team.

Job Purpose:
The GBV Programme Analyst collaborates with government counterparts, NGOs, and partners to contribute substantially to the formulation and design of the country programme and its projects, ensuring alignment with government priorities and UNFPA policies. The Analyst ensures high-quality project design, incorporating best practices and establishing effective monitoring mechanisms. By analyzing political, social, and economic trends, the Analyst identifies opportunities for UNFPA interventions, while staying informed on policy developments to support in guiding programme resilience. The role also involves contributing to the implementation of GBV and other harmful practices prevention and response interventions, ensuring adherence to UNFPA regulations, and providing technical guidance to partners. The Analyst coordinates closely with various stakeholders, including government ministries and UNFPA staff, to foster integrated programming and build synergies, conducts field visits to monitor implementation, supports resource mobilization and advocacy efforts, and facilitates capacity-building activities to strengthen programme impact.
You would be responsible for:
- In collaboration with Government counterparts, NGOs and other partners, contributing to the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.
- Ensuring quality of programme/ project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
- Analyzing and interpreting the political, social and economic environment and identifying opportunities for UNFPA assistance and interventions in the area of GBV. Analyzing strategy documents, national plans and development frameworks to inform UNFPA programme directions, in close coordination with the Gender and Social Policy Specialist.
- Contributing to the implementation of UNFPA’s GBV Programme with the government and other partners. Being responsible for the monitoring, reporting and programme/project implementation. Ensuring adherence to UNFPA’s policy and financial rules/ regulations and providing technical guidance and oversight to the partner organizations.
- Coordinating closely with the sexual and reproductive health, Youth and Humanitarian Analysts to ensure a strategically integrated approach to planning UNFPA programmes.
- Supporting UNFPA’s Coordination function of GBV humanitarian programme, including GBV Inter-Agency Working Group and Inter-Agency GBVIMS task force.
- Coordinating closely with the government stakeholders and line ministries to strengthen the development and resilience component of UNFPA’s GBV programme as well as to support the ongoing programmes and partnerships. This function will be carried out in close coordination with the Gender and Social Policy Specialist.
- Liaising closely with other team members to assess local conditions/resources of UNFPA’s project sites. Conduct regular field visits to both camps and host communities to provide on ground technical support and to monitor programme implementation. Communicates with partners and beneficiaries on project feasibility and effectiveness. Adjust project plans as per available funds and evolving and emerging situations and needs.
- Expedites and coordinates project implementation by establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs.
- Assessing the training needs of the partners and counterparts and facilitating capacity building training, workshops and other activities.
- Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for use in knowledge sharing and planning future strategies.
- Supporting the advocacy and resource mobilisation strategy of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
- Perform any other task to support UNFPA’s programme objectives.
Qualifications and Experience:
Education:
Advanced degree in Social Science, Gender and Woman studies, public health, economics, human rights and/or other related social science fields.
Knowledge and Experience:
- Five years of increasingly responsible professional experience in Gender/ gender-based violence issues, experience from emergencies and experience in working with government ministries is an asset.
- Ability to mainstream gender in programmes and projects.
- Experience in programme management. Familiarity with UN policies and principles will be an advantage.
- Proficiency in current office software applications.
- Strong analytical and strategic thinking and a commitment to results.
Languages:
Fluency in English and Arabic is required.
