JOB DESCRIPTION

 

 

 

OBJECTIVES OF THE PROGRAMME

 

 

 

Within the context of the WHO health emergencies, the incumbent will contribute to support the Health Sector unit in the execution of activities to strengthen the Non-Communicable Diseases (NCDs) including Mental Health care system and ensure quality mental health services are available and accessible to frontline workers, immediate host community and Rohingya populations and undertake other assignments as per emergency and outbreak situations in Cox’s Bazar. Under the overall umbrella of NCDs, the focus remains on Mental Health with work division in hypertension and diabetes.

 

 

 

DESCRIPTION OF DUTIES

 

Under the overall guidance of Head of Sub-Office (HoSO), WHO Emergency Sub-Office (WSO), Cox’s Bazar, and direct supervision of Public Health Response Officer in WSO, the national consultant in Mental Health and Psychosocial Support (MHPSS) will provide an on-site contribution and will be responsible for the following assigned duties:

 

NCDs:

 

 

 

 

  • Conduct training/orientation programmes related to NCDs (WHO PEN Package) including Mental Health (mhGAP) for heath Sector Partners; 
  • Conduct supportive supervision and assessments for NCDs including mhGAP trained staff and when necessary, offer clinical support; Facilitate the STEP Survey for NCDs (hypertension and diabetes) in camps; 
  • Facilitate procurement of NCD (hypertension and diabetes) drugs as a gap filing support to health facilities in camp settings. 

 

 

 

MHPSS:

 

  • Conduct a review of the mhGAP implementation and develop a structured roll out plan in line with the Mental Health Strategic plan and the Health Sector Strategic plans; 
  • In collaboration with the Mental Health and Psychosocial Support (MHPSS) working group, support refining mental health and psychosocial services to meet the needs of the population and as may be required, co-coordinate the MHPSS WG; 
  • Provide technical guidance to partners within the Health Sector and crosscutting sectors and sub sectors like Protection sector, Gender Based Violence sub sector, among others; 
  • Contribute to development and implementation of research in the field of mental health especially for key populations like children, adolescents and other groups, as may be identified; 
  • Contribute to assessment of the need and the procurement of essential psychotropic medicines to address any identified gaps; 
  • Coordinate and communicate with the Government and respective sectors to ensure that data from NCDs including mental health services is reported in a quality manner to advise decision making and progress of interventions, in line with agreed frameworks and guidelines; 
  • Document best practices and lessons learnt from implementation of mental health activities in Rohingya population; 
  • Ensure timely and technically correct implementation of NCD related projects as assigned by the supervisor and compile activity reports; 
  • Perform any other related duties, as required by the supervisor. 

 

 

 

REQUIRED QUALIFICATIONS

 

Education

 

Essential: Medical degree (MBBS)

 

Desirable: Post Graduate qualification in Psychiatry to practice as Psychiatrist in Bangladesh with experience in refugee settings.

 

 

 

 

 

Experience

 

Essential:

 

  • At least 1 year of experience working in NCD specially in mental health care in low resource settings 
  • Familiarity and utilization of global tools for mental health promotion and service strengthening, including WHO mhGAP intervention guides. 

Desirable: Experience of capacity building HCW in mental health service delivery in emergency settings is and added advantage.

REMUNERATION

Remuneration comprises an annual base salary starting at BDT 3,634,083 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
