Duties and Responsibilities
1. Background of the assignment: United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI’s goals are: to advance understanding of crime-related problems; to foster just and efficient criminal justice systems; to support the respect of international instruments and other standards; to facilitate international law enforcement cooperation and judicial assistance. UNICRI is undertaking an initiative to incorporate digital rehabilitation training for prison staff within the current national and international prison staff training frameworks. This is part of UNICRI’s ongoing project focusing on the role of technology in enhancing the effectiveness of prisoner rehabilitation programs. Amidst technological advancements, there is a pressing need to ensure that prison staff are adept at utilizing these tools to foster rehabilitation and reintegration of prisoners. This project aims to bridge the gap between traditional correctional education practices and the potential offered by digital rehabilitation solutions. 2. Purpose of the assignment: The purpose of this assignment is to support UNICRI in developing a training curriculum and related material focused on enhancing staff capabilities in digital rehabilitation in Namibia and Thailand. The goal is to tailor and incorporate this material into the current staff training frameworks of the target country, allowing prison authorities to lay the groundwork for introducing and implementing digital rehabilitation within their facilities. Additionally, the assignment aims to ensure that the staff involved in delivering or supporting these initiatives are well-equipped, with a positive attitude towards technology, a clear understanding of the objectives and processes, and the necessary skills to use digital tools safely and effectively. The training curriculum will be developed to target two primary groups: Custodial or program personnel responsible for delivering digital services or supervising prisoners using self-service digital platforms. Management personnel responsible for planning or implementing digital rehabilitation. The training modules for these two groups will partially overlap, though certain components may be tailored to each group. The overall objective of the training is to ensure that all target personnel: (i) Possess the knowledge and skills to utilize digital technology in delivering prisoner rehabilitation; (ii) Understand the security risks and other challenges associated with introducing digital systems into prisons, and are equipped with the tools and expertise to address them; (iii) Are motivated to embrace digital change and feel meaningfully engaged in digital rehabilitation; and (iv) Are informed of the relevant human rights and legal frameworks and considerations. The consultant will be responsible for drafting a detailed, context-specific training curriculum and material for both target groups, taking into account the unique challenges and opportunities present in the specific correctional environment, with a focus on the requirements identified through engagements with Namibia. Specific tasks to be performed by the consultant: Under the supervision of the Associate Programme Officer and in close collaboration with the project team, the incumbent will perform the following tasks: PHASE 1: Create training materials on Overview of Digital Rehabilitation Create instructional materials, such as training manuals, presentations, and multimedia content (videos, simulations). The learning objective is to familiarize target personnel with the primary forms of digital rehabilitation and the key concepts necessary to understand how they work. The content should include; Definition and scope of digital rehabilitation The digital transformation of justice services Forms of digital rehabilitation (Computer-supported learning & vocational training, Digital treatment and behavior change interventions, Digital reintegration etc.) Ethical principles and human rights Key concepts to be considered (Digital rights, security and public protection, Digital inequality, Normalization, Digital dependency & digital affordances) Advantages and challenges of digital rehabilitation Incorporate case studies and good practice examples from other countries. Design assessments, quizzes, or practical exercises to evaluate target personnel’s knowledge of digital rehabilitation. PHASE 2: Deliver 2-day in-person workshop and finalize the material Deliver a pilot training session in a target country, seek feedback from stakeholders, and revise the training materials accordingly to improve content. Present the final document to the UNICRI team, address any comments, and incorporate feedback. Perform other job-related duties upon request.
Qualifications/special skills
A PhD in criminology, sociology, psychology, social and political sciences, or a related field is required. At least five (5) years of working experience in the study and research of criminal justice issues is required. Experience in conducting research on the development of ethical frameworks, on offenders’ education, and the use of digital technologies in prison is highly desirable. Previous experience with the United Nations or similar international organizations is desirable. Previous experience with digital technologies and digital inclusion/literacy is desirable
