Senior Manager, Grants & Compliance (Internal#276/2024)

The Alliance for Combating TB in Bangladesh (ACTB) Activity is working to establish a dynamic, strategic, and fresh approach to accelerate Bangladesh’s fight against TB. The solutions will be aimed at creating an environment aligned with the universal health coverage (UHC) vision and focused on defined priority areas – increased TB detection, decentralized DR-TB management, improving detection and management of child TB, expanded prevention, and others.

The Senior Manager, Grants & Compliance will report to the Senior Monitoring Evaluation and Learning Advisor with frequent communications with the Technical Lead, Chief of Party and Deputy Chief of Party. The position holder will be responsible for conducting review grant contracts, cooperative agreements and sub-agreements; Implementing compliance measures; Sub-recipient monitoring with the objective of ensuring compliance and efficient management of Grants and Contracts of USAID’s ACTB. S/he will be involved to:

  • Review all sub-awardee agreements of the Activity in line with the donor as well as icddr,b rules and regulations, including Code of Federal Regulations requirements and recommend actions;
  • Track progress of expenditure of allocated donor funds for sub-awardees of the Activity;
  • Monitor adherence to sub-award requirements;
  • Conduct due diligence evaluations of prospective sub-awardees to determine their capacity to effectively manage funds;
  • Coordinate and administrate pre-award and financial post-award activities for all sub-grants of the Activity;
  • Monitor adherence to donor agreement requirements;
  • Provide analytical and financial support in proposal processing, contract, and grant administration, including pre-award proposal initiatives, management of funds, post-award, and closeout activities of USAID’s ACTB;
  • Facilitate in maintaining compliance with CFR requirements under Federal Government grants;
  • Review the status of compliance against such laws;
  • Regularly monitor and document grant expenditures and grant-funded activities;
  • Ensure compliance with appropriate Government regulations and specific terms and conditions of grant award;
  • Conduct due diligence evaluations of prospective sub-awardees to determine their eligibility;
  • Ensure all sub-grants and sub-contracts are awarded and administered in compliance with donor requirements, applicable regulations, policies, and procedures;
  • Maintain communication with all sub-awardees to ensure timely receipt of required reports and documentation in accordance with various regulations and terms and conditions of USAID’s ACTB;
  • Monitor sub- awardees’ compliance and performance toward the work plan, and ensure accurate sub-awardee financial reporting;
  • Review and communicate award expiration dates, altered timeframes, milestones, and major changes in budgets to appropriate Program and Finance staff;
  • Maintain timely communication with partners to achieve effective grant management and advancement of program implementation;
  • Provide necessary support to the internal & external auditors;
  • Support central Grants & Compliance team to facilitate annual financial audits of USAID’s ACTB;
  • Prepare draft responses to audit observations and implement recommendations;
  • Ensure timely submission of financial reports and invoices by the sub- awardees;
  • Carry out any other relevant tasks, assigned by the project management.

Required qualifications and experience:

  • Master’s degree in Accounting or Finance;
  • At least 10 years of progressive experience in grant and sub-grant management; demonstrative experience with different types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements, etc.;
  • Candidates with experience in handling USAID-funded projects will be given preference.

Location: Dhaka.

Contract Type and Duration:

  • Fixed Term; duration will be 1 Year with a possibility of extension subject to availability of funds and performance.

Salary & benefits:

  • Annual Tk. 2,552,900/-inclusive of house rent, conveyance, and other admissible benefits;
  • 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
