Organizational Setting and Reporting Relationship
The position of Project Officer (Infrastructure) is assigned in the Water and Urban Development Sector Office (SG-WUD) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.
SG-WUD leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the water and urban development sectors.
You will be based at our Uzbekistan Resident Mission in Tashkent.
You will have a primary reporting line to the designated International Staff or Director, SG-WUD on operational and policy-related matters, and have a matrix reporting line to the Country Director, URM on day-to-day administrative matters. You will oversee Administrative Staff and junior National Staff.
Your Role
As Project Officer (Infrastructure), you will provide in-depth technical support to the development, implementation, and coordination of ADB’s water and urban development (WUD) sector. You will lead and ensure that implementation of assigned projects and technical assistance (TA) are satisfactory, based on technical, safeguards, financial management, contract award, and disbursement performance parameters and adherent to ADB’s respective policies, procedures, and controls.
You will work in the processing of sovereign and non-sovereign operations and portfolio management, undertaking thematic and WUD sector work. You are expected to have regular interactions with government agencies, non-government organizations, development partners, private sector entities, academic institutions, and other members of civil society organizations to identify partnership and/or investment opportunities and support policy development in WUD sector and effective assessment of projects and programs in Uzbekistan.
You will:
- Support or lead the processing and administration of WUD loans, grants, and TA projects to deliver intended development results and timely identification and resolution of problems with regular project monitoring and review missions in Uzbekistan.
- Provide support to loan and TA missions, including but not limited to, assistance in designing loan and TA components, review of technical data and cost estimates, liaison with government officials, procurement planning and packaging, and other related technical issues;
- Identify bottlenecks in implementation of assigned projects and actions to address them through pro-active interactions with executing agency (EA) and related stakeholders;
- Identify partnership and/or sector investment opportunities;
- Support in the conduct of assessment, strategies, and roadmaps to inform pipeline formulation in WUD sector, including sustainable tourism and affordable housing.
- Support the preparation of internal documents for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration matters;
- Provide advice to government ministries and/or agencies, EAs, and other entities on ADB’s rules and guidelines on procurement, financial management, integrity, safeguards, gender, disbursement, among others;
- Support, participate in, and provide inputs to Project Review and Country Portfolio Review missions as a mission member;
- Maintain up-to-date knowledge base of the government’s sector investment plans and approval processes, organizational structure, policies, issues in WUD sector; and
- Perform other duties that may be assigned as reflected in the incumbent’s work plan.
Qualifications
You will need:
- Bachelor’s degree in economics, finance, engineering, business administration, or related disciplines, preferably with advanced training
- At least 8 years relevant professional experience in project implementation
- Sound knowledge and understanding of issues related to WUD (demonstrated application of in-depth expertise in a specific area or demonstrated breadth across multiple areas).
- Familiarity with government institutions in the WUD sector and policy issues, with demonstrated experience in engaging government counterparts in relevant dialogue and decision-making process.
- Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
- Demonstrated capacity and experience in independently administering projects in the WUD sector.
- Excellent oral and written communication skills in English.
- Proficiency with computer-based applications

Additional Information
ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resultirdng from the new job grading structure.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and residents of Uzbekistan.
