UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment. Under its Strategic Note for the period 2023-2027, the UN Women Jordan Country office promotes women’s economic empowerment, gender responsive governance and women’s political participation in alignment with the government of Jordan Triple Modernization Agenda; works to advance the implementation of the Women, Peace and Security agenda including through the Jordan National Action Plan for Women, Peace and Security (JONAP); and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women in camps and host communities in support of the Jordan Response Plan (JRP). Working across the humanitarian-peace-development nexus, the country office is implementing and is prioritizing coherence and interlinkages across its projects and programmes and across UN Women’s triple mandate of operational, coordination and normative work.
Reporting to Oasis Model Program Manager, the Field Coordinator (refugee camps) will oversee and monitor the implementation of activities in the four Oasis centers in Zaatari and Azraq Refugees Camps by the UN Women implementing partner, ensure liaison with SRAD and other relevant stakeholders at camp level and represent UN Women in camp level coordination mechanisms.
Duties and Responsibilities
Under the direct supervision of the Programme Manager, the Field Coordinator will be responsible for the following:
Provide technical assistance support to Implementing Partner, Syrian refugee women/men and girls/boys and relevant humanitarian actors on gender equality and empowerment of women and girls
- Provide high quality advisory inputs to IP on a daily basis from a gender perspective to ensure these are responsive to national policies, priorities and strategic plans, and advance UN Women’s mandate for Gender Equality and Empowerment of Women.
- Support IPs to respond to the needs, demands and to address the identified constrains of Syrian women and girls.
- Oversee and ensure timely and effective implementation, by preparing field activities work plans and ensure their timely implementation of operation and administrative activities in close coordination with UN Women implementing partner at camp level;
- Support the development of new programme components and initiatives instrumental to achievement of programme objectives in close coordination with UN Women implementing partner at camp level;
- In close coordination with UN Women implementing partner, ensure the respect of camp SoPs in managing cash for work, protection and other SoPs relevant to UN Women programme.
- In coordination and collaboration with coordination mechanisms in the camps, IPs, other humanitarian actors mediate and encourage dialogue between different communities/groups inhabiting the camp and the surroundings (host communities) including in response to various incidents including protection and GBV cases as relevant.
- Build capacities on outreach and work closely with Syrian women volunteers, men and boys engage them to organize meetings with the community.
Support monitoring, reporting and accountability mechanisms for gender-responsive humanitarian action at camp level in Za’atari and Azraq camps
- Conduct regular monitoring at the camp level to identify key gender issues, gaps, constraints, complaints, demands, needs and challenges, as well as good practices and initiatives, and ensure this feed into the centralized complaints system and information hubs, and are reported back to UN Women, camps management and other relevant actors.
- Oversee the monitoring, data collection and programmatic assistance to the UN Women implementing partner in the field units to plan and arrange regular technical discussions, exchanges and learning sessions with the field monitoring assistants.
- Provide guidance for the implementing partner on UN Women’s operational practices, monitor tools and methods to support them to complete self-monitoring tasks and to contribute to the visibility of UN Women in the coverage areas.
- Provide feedback and recommendation from field monitors to UN Women implementing partner and programme in order to strengthening the process and the quality of different monitoring exercises and programme implementation.
- Promote and facilitate accountability towards UN Women programme beneficiaries and women and girls in the camp areas overall, including host communities, through the set-up of a Focus Group and/or complaints and feedback mechanism which promotes accountability.
- Provide inputs to UN Women’s contribution to ISWG, as well as quarterly reports and annual reports of the UN Women Country Office, donor reports and other reports on outputs and outcomes.
Contribute to camp-level implementation and monitoring of UN Women’s programme for Gender Equality and Women’s Empowerment in response to the Syrian refugee
- Work closely with UN Women Oasis Centres and promote collaboration between Oasis management and Camps management/Coordination mechanisms.
- Support UN Women, Oasis Centers, camp management on preparation of the high-level missions in the camp.
- Act as the UN Women central focal point for all Camps level related activities and issues taking place at the camps.
- Facilitate training for Syrian women/men and UN Women selected beneficiaries and national counterparts, on gender mainstreaming, gender responsive and gender transformative programming or any other requested gender-related topic as needed.
Provide technical support and contribute to Inter-Agency/stakeholder coordination on Gender Equality and Women’s Empowerment (GEWE) in Za’atari and Azraq camps
- Establish regular meetings between SRAD, Sharia court judges, Protection Unit and Syrian women and women leaders’ networks to enable dialogue on key gender issues, needs, demands, risks, challenges and coordinate follow-up action to ensure these are addressed by relevant actors.
- Support UN Women to coordinate with the ISWG/ISGAT working group and promote internal capabilities and collaboration in mainstreaming gender within Camps ISWG.
- Build and maintain alliances with all key ISWG sectors (including Site Management, BNLWG, WASH, Shelter/NFI, Food Security, Health, Education etc.) and liaise regularly with the Protection Working Group, GBV sub-sector, PSEA network to enhance gender/GBV mainstreaming for the advancement of gender equality and women’s empowerment in humanitarian action, especially those present in the camps.
- Ensure appropriate links with Protection unit, police, Syrian women’s leaders’ networks, and humanitarian actors, including effective coordination and information exchange with them.
Provide inputs to advocacy, partnership building, knowledge building and communication efforts to promote gender equality and empowerment of women and girls at camp level in Za’atari and Azraq camps
- Coordinate and support the organization of advocacy activities and campaigns events at the camp level
- Provide inputs to Gender-related communication, research, and knowledge products (e.g. Gender Profiles) in the context of the Syrian refugee response
- Advocate for the legitimate needs and rights of the camp population through liaison with Camp management, UN Women, Syrian women leaders’ networks and humanitarian service providers
- Support documentation of good practices and success stories, and development of knowledge management products.

VI. Recruitment Qualifications
Education and certification:
• Master’s degree or equivalent in social sciences, human rights, gender/ women’s
studies, international development, or a related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A project/program management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
• A minimum of 3 years of relevant work experience in program/project implementation, and monitoring and evaluation, in a humanitarian setting is required
• Experience working in Syrian refugee camps in Jordan and liaising and coordinating with camp authorities and camp coordination mechanisms is required
• Experience working on gender equality and women’s empowerment is required
Language Requirements:
• Fluency in English and Arabic is required.
