Terms of Reference

The Global Security Communications Coordinator is crucial in coordinating and supporting Security Communications Systems across all UNHCR locations—from headquarters to remote field operations—and in all contexts, including emergencies. This position is essential to establish reliable and effective Security Communications Systems within the UN Security Management Framework.

• Through collaboration with Regional Bureaux and DESS, coordinate the development and implementation of UNHCR’s security communication procedures, ensuring they align with global best practices and operational needs.

• Coordinate with the DESS FSS to maintain and update security communication protocols for all country operations.

• Serve as the main focal point for UNHCR on matters related to Security Communications Systems.

• Facilitate coordination between key stakeholders ensuring UNHCR’s field staff are equipped with the necessary communication skills and knowledge.

• Act as the liaison between UNHCR and {TESS+} for coordination on shared systems, technologies, and training.

• Foster interagency collaboration and ensure seamless communication during emergencies and field operations.

• Assess the use of cutting-edge technologies for secure communications, including the integration of multi-satellite providers (e.g., Lynk Global, OneWeb, Starlink) to create seamless and reliable communication systems for UNHCR field staff.

• Prepare regular reports on the status of Security Communications Systems across UNHCR operations, highlighting key achievements, challenges, and areas for improvement.

• Provide strategic input to UNHCR senior management on future developments in Security Communications Systems, ensuring the organization remains at the forefront of technological advancements.

• Develop and deliver training programs on Security Communication Systems for UNHCR staff globally, ensuring all personnel understand and can operate the latest communication equipment and protocols.

• Collaborate with WFP’s Emergency Telecommunications Cluster (ETC) training team to align and adapt training materials for UNHCR’s operational context.

Field of expertise, competencies:
Required/mandatory:
• A minimum of 10 years of experience in security communications, including field-based operations, radio/satellite communications, and interagency coordination.
• Demonstrated experience in leading training programs and remote support.
• Knowledge of UN security policies and experience in working with UN/INGO entities.
• Strong communication and coordination skills, with experience working in multi-stakeholder environments.
• Fluency in English is required; knowledge of other UN languages is an asset.
Desirable:
• Knowledge of systems and processes within the United Nations and Non-Governmental Organizations.
• Experience collaborating with WFP ETC and IT Operations in field locations.
• Expertise in security communications technologies (radio networks, satellite communications, mobile networks, etc.).
• Strong coordination, leadership and organizational skills.
• Ability to work under pressure in complex, field-based environments.
• Excellent interpersonal and communication skills, with the ability to liaise effectively with diverse stakeholders.
• Proactive, solution-oriented, and capable of working independently.
