GIZ International Services is looking for an Expert (m/f/d) in the frame of the preparation for a participation in a tender “Municipal Infrastructure Development Programme (MIDP) – Project Preparation Facility Ukraine (PPF) 2025 – 2029”, funded by SECO.
Your tasks
Key expert 2 will mainly be in charge of the project preparation studies and quick-win measures (component 1). As such, this person coordinates with national key expert 4 (Infrastructure expert, local team lead) to orient and supervise the work of the non-key expert pool that carries out the work.
This position is in particular in charge of sourcing and overseeing the work of international non-key experts.
Your profile
General Qualifications and skills
- Master’s degree (for national key expert: minimum bachelor’s degree) in engineering, public procurement, architecture, or similar relevant discipline.
- Proficiency in English language.
General professional experience
- 5 years of working experience with Swiss approaches related to basic municipal infrastructure.
- Solid knowledge of the technical solutions and approaches practiced in Switzerland in one of the five prioritized thematic sectors: energy-efficiency (e.g. in buildings, district heating), renewable energy, public transport (urban and agglomeration), urban water supply and wastewater management.
- Working experience with Switzerland based private sector and business networks related to urban infrastructure. Knowledge of Swiss-Ukrainian business networks are an advantage.
- Proven knowledge of international quality infrastructure standards as well as EU standards and directive related to infrastructure.
- Knowledge of Swiss legislation regarding public procurement and contracting of services.
Specific professional experience
- 10 years professional experience in the technical and financial planning as well as implementation of international projects of basic municipal infrastructure in transition or development countries in some of the following fields, complementary to the expertise of key experts 1 and 3: energy-efficiency (e.g. in buildings, district heating), renewable energy, public transport (urban and agglomeration), urban water supply and wastewater management).
- 5 years working experience in the planning and/or implementation of urban infrastructure projects of IFIs. Working experience with IFIs in project structuring is an advantage. Working experience with projects financed by SECO, SDC or the private sector is an advantage.
- Working experience in Ukraine, Eastern Europe, Western Balkans or Central Asia is an advantage.
- Experience in capacity building (on-the-job training, workshops, organizational development) of municipalities in an international context is an advantage.
Location information
The project will be implemented mainly in Ukraine. This position is foreseen to be located in Switzerland.
