MOPAN – the Multilateral Organisation Performance Assessment Network – is a network of 22 member states who assess multilateral organisations, shape performance standards, and champion learning and insights to strengthen development and humanitarian results and promote accountability. The MOPAN Secretariat is looking for a dynamic Junior Data Analyst to support MOPAN’s data analysis and survey needs. The selected candidate will contribute to strengthening MOPAN data policy and will work in collaboration with MOPAN’s internal clients, assessment managers, analysts, advisor and data quality manager. The successful candidate will report to the MOPAN Senior Policy Advisor, responsible for MOPAN communication digital and data unit.

Job Description

Main Responsibilities

Data analysis and data management

  • Work with MOPAN assessment, analytical and quality teams to identify opportunities for new data sources in support of the development of MOPAN’s assessment and analytical agenda.
  • Carry out ad hoc extractions and manipulation of data for internal as well as external users where necessary. Undertake data preparation and interpretation for use in modelling / forecasting / analysis
  • Maintain and improve MOPAN’s database management system to store in an efficient way MOPAN’s primary and secondary data alongside the output data.
  • Develop tools to support the production of materials to accompany MOPAN’s reports and datasets.
  • Develop output data for quality review and integrate recommendation from MOPAN’s standard and quality review team.

Survey data management, design, execution and analysis

  • Work with MOPAN assessment teams to collect, verify and process MOPAN’s partner survey data.
  • Maintain and improve the partner survey tool and associated data management system, including respondent management, targeted communication generation based on attributes and response-status, response tracking, automated analytical tools, etc.
  • Develop and implement a data analysis plan for the partner survey, feeding insights to and supporting the assessment teams on a timely basis to inform the analytical work for MOPAN’s institutional assessments.
  • Integrate recommendations from MOPAN’s standard and quality team to enhance the quality of the survey data.
  • Develop output data for quality review and integrate recommendation from MOPAN’s standard and quality review team.

IT work and other tasks

  • Assist in the preparation of data files used in the dissemination of MOPAN’s data and publications.
  • Provide solutions as needed by designing tools, writing scripts, creating dashboards and document them to support reporting, data visualisation and data analysis,. using Python, R, PowerBi, STATA, Excel, Access.
  • Attend meetings, take notes, prepare briefing materials, summaries and other corporate activities as required.

Qualifications

Academic Background

  • Post-secondary level of education, preferably at university level or equivalent in international relations, political science, development, public administration, organisational studies, or related field.
  • Knowledge of multilateral system, particularly related to development, humanitarian, and normative work, would be an advantage.

Professional Background

  • At least two years’ practical and relevant experience in an engagement, analytical, or related capacity, preferably in an international organisation.
  • Strong knowledge of online and offline communication tools and methodologies (surveys, liaison, online analytical tools) to understand stakeholder / audience information needs.
  • Experience in pragmatic intelligence gathering and substantive research would be an advantage.
  • Excellent working knowledge of internet technologies and an intuitive understanding of current online innovations. Ability to rapidly master new IT and communications technologies as they emerge.
  • Demonstrated commitment to diversity, gender balance and sensitivity to cross-cultural issues.
  • Experience demonstrating flexibility and ability to cope with conflicting requests and strict deadlines.
  • Familiarity with MOPAN’s work would be an advantage.

Tools

• Excellent knowledge of quantitative tools, including Excel, Access, and SQL.

  • Excellent command of Microsoft Office software (Word, Excel, PowerPoint).
  • Experience in managing social media accounts, and related software

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration
