UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Despite several attempts to reach a ceasefire for the armed conflict that broke on 15th April 2023 in Khartoum and other parts of the country, fighting continues especially in Khartoum, Darfur with less tensity in other parts of the country. Shortages of food, water, medicine, electricity, and fuel are becoming extremely acute, especially in Khartoum, Darfur and Northern states.
Women and girls are disproportionately affected by the ongoing hostilities. Gender-based violence is a major concern, with an estimated that over 25 million people affected with food insecurity, with women and girls disproportionately impacted.
Female-headed households face severe food insecurity at twice the rate of male-headed households. 94% of displaced women and girls report challenges affording available food. Displacement & access to services affect over half of Sudan’s 10.7 million displaced (54%) are women and girls. 3.1 million school-aged girls among the 10.7 million displaced and 5.8 million women and girls are left without access to GBV prevention and mitigation services while 80% struggle to access safe drinking water and 84% cannot maintain a minimum acceptable diet.
Women of Sudan have always played a key role in shaping Sudan’s political development, and in supporting its peace, security, and resilience. Women are at the forefront of the peaceful co existence and are raising their voices to create change despite threats and acts of violence and rape against them. However, the sad reality remains that women’s participation remains largely informal and has not been matched with equal voice and representation in the formal halls of power. Yet, evidence has shown that women are important in driving political transition and advocating for sustainable peace and stability.
Amidst the current crisis, Sudanese women and groups continue to demonstrate high levels of organization and resilience. In some areas across the different regions of (Northern State (Shamalia), North Kordofan, River Nile states, Algezeera, South, and North Darfur, Blue Nile, Red Sea, Gadaref, Kassala, White Nile and South Kordofan), women organized to advocate for peace. These women-led peace initiatives have released statements individually and have collectively agreed upon and drafted ten demands to stop the war. The women-led initiatives have done credible groundwork in their advocacy for peace, reaching out to regional women-led organizations and networks to support their calls for peace further.
United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) strives to promote gender equality and women’s human rights, strengthen the implementation of gender-sensitive policy and legislation, and eliminate all forms of violence against women. UN Women is strategically positioned at both the national and provincial levels in moving towards the realization of gender equality and women’s empowerment. UN Women provides support to innovative initiatives that promote women’s human rights, with a special focus on their economic security, governance/ political participation, freedom from violence, as well as access to justice. Building strategic partnership with partners and enhance their capacity development is among the core organizational efficiency and effectiveness of UN Women. It supports partners to deliver and foster the achievement of key strategic note results in the different thematic areas of the agency work including women, peace, security, and humanitarian action.
Sudan became a recipient of funds from the Women Peace and Humanitarian Fund (WPHF) in 2021 and was allocated funds since 2023 that are managed by the Resident Coordinator who chairs the National Steering Committee (NSC) comprising UN agencies, donors, and CSOs. In line with proposals put forward to the NSC as discussed with WPHF, support ensures immediate institutional capacity enhancement of the 40 CSO partners to the maximum amount of $30,000 and a maximum of $200,000 for programmatic funding respectively.
The Sudan project under Women Peace and Humanitarian Fund seeks to respond to some of the key gaps in accountability to WPSHA in Sudan. Capabilities of women led and women’s rights CSOs to lead, participate, design and implement strategic programs that ensure accountability to WPSHA is one of the main gaps. Building on existing strengths and noted capacity gaps, the project aims to develop the institutional capacity of 40 organizations among which are the WPHF CSOs partners, and other collaborating women led and women’s rights CSOs working in the field of WPSHA. While such capacity development interventions will contribute in the long term to sustainable capacities of CSOs financed by WPHF, in the short term, it will contribute to supporting the implementation of all the activities covered by WPHF 2023-2026. The project will also contribute to ensuring accountability to WPS and gender responsive humanitarian action in line with the WPHF programmatic impact areas 1, 4, 5 and 6.
Reporting to the UN Women Country Representative for Sudan, the consultant will play a key role in coordinating UN Women’s women, peace and security programming, coordination with UN Country Team members and UNITAMS counterparts, liaising with women’s organizations and women’s human rights defenders to advance women, peace and security objectives in the country.
