BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Chad, a vast landlocked country in north-central Africa with a population of 16.8 million, faces significant challenges. It ranks 187 out of 189 on the Human Development Index and 113 out of 116 on the Global Hunger Index. Hosting over one million refugees, Chad grapples with one of Africa’s largest refugee populations. Since the onset of the conflict in Sudan in April 2023, Chad has witnessed a nearly doubled refugee population, with over 600,000 new arrivals from Sudan. Concurrently, Chad continues to struggle with severe food insecurity, affecting approximately 2.1 million people, corresponding to the worst lean season in a decade.
In 2025, under its new Country Strategic Plan (CSP) 2024-2028, WFP Chad aims to scale up resilience and climate activities targeting host communities, refugees, and internally displaced populations. With ongoing projects in 17 out of 23 provinces in Chad, the Resilience Programme operates at a large scale with multiple programmes and projects targeting the root causes of food insecurity. WFP Chad’s resilience portfolio includes various activities, including food for asset (FFA), land rehabilitation and restoration, water infrastructure development, capacity strengthening on climate-smart agricultural techniques, smallholder agriculture market support (SAMS), financial inclusion and food value chain development.
The Resilience team seeks to hire a Programme Policy Officer (Resilience and Climate) to support resilience project management, including KOICA, Italy, and other donors as required. In addition, the incumbent will be supporting the development of the SAMS strategy including under the World Bank ProAgri funds. The incumbent should demonstrate strong project management skills, as well as the ability to work independently and provide strategic guidance and expertise on SAMS-related aspects. The incumbent will be involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity.
JOB PURPOSE:
Support the design, planning, and implementation of resilience and climate projects, including KOICA and other donor-funded initiatives. Contribute to the articulation, development, and implementation of the SAMS strategy, ensuring alignment with WFP’s strategic priorities.
