Expected Tangible and measurable outputs – Recommendations on post-release monitoring and supervision mechanisms for FTFs and VEPs are presented in the form of an analytical report and accepted by the project team; – Presentation materials are submitted, based on the analytical report; – Guidelines/policies regulating the process of post-release monitoring and supervision of FTFs and VEPs including through enhanced multiagency cooperation and coordination are developed; – Capacities of stakeholders (e.g. municipalities, CSO, community representatives, as applicable) involved in delivering post-release support and supervision to FTFs and VEPs in selected regions are strengthened. The selected candidate will need to conduct the following tasks: – All deliverables have to be submitted in a timely manner, are well-researched, practice-oriented and geared towards use in Kazakhstan. – Consultation process with the Justice Section, Regional Office for Central Asia, Programme Office in the Kazakhstan and selected national consultant, as applicable, is conducted in a transparent, cooperative and inclusive manner, taking into account the comments and feedback from the Regional Office; – Practical experience in providing strategic advice and recommendations to the national authorities on effective delivery of reintegration programmes for probation clients/former offenders upon release. – Delivery of clear, well-organized and effective expert meetings and workshops as well as excellent presentations, guidance and facilitation during group discussions, as evidenced by the degree of interest and understanding of the topics by participants; – All final documents formatted, well-organized and written in clear, professional English or Russian;

Duties and Responsibilities
Central Asian countries have grappled with the challenges of terrorism and violent extremism, including FTF returnees, for a number of years now. The recent years in particular have seen departures by some nationals of Central Asian states to participate in the conflicts in the Middle East. Today, some of the countries of the region, first and foremost Kazakhstan, have launched an effort to repatriate family members of FTFs. The humanitarian operations, Jusan and Rusafa, allowed returning 725 people to Kazakhstan, including 188 women and 522 children, most of whom were under 12. Each returnee was referred to one of a network of 13 rehabilitation centers operated nationwide, in order to complete a course of rehabilitation programming including medical and social assistance, psychological counseling, religious instruction, and vocational training. Since 2023 UNODC is implementing Programme on Post-Release Monitoring and Probation of Returning Foreign Terrorist Fighters (FTFs) and Violent Extremist Prisoners (VEPs). This project focuses on advancing and developing the effectiveness and sustainability of the probation services and other relevant agencies in the beneficiary country – Kazakhstan. UNODC will provide training to the probation service and relevant agencies/ministries, so they are better equipped to monitor and supervise post-release violent extremist prisoners in an effort to avoid further radicalization to violence and recidivism. UNODC will also assist the Probation Service and other relevant agencies in preparing the receiving community and better assessing the FTF and VE offenders eligible for probation prior to and at the time of release. The project will strengthen appropriate, effective, and human rights-compliant monitoring of returning FTF and VE offenders by: 1) developing and implementing strategies and measures to bolster the capacity to provide effective monitoring; and 2) building the capacity of the Probation Department and its staff to classify and develop appropriate monitoring plans through the development and implementation of risk and needs assessment tools, manuals, and protocols. To ensure the success of the reintegration process, the project will also strengthen community buy-in by working with key community partners to bolster social reintegration activities, and to build the capacity of the Probation Department and other relevant agencies to deliver those activities themselves.
Qualifications/special skills
– An advanced university degree (Master’s degree or equivalent) in criminology, law, social sciences, business administration, behavioural science, psychology, or related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree; – At least 7 years of progressively responsible experience in the field of criminal justice related areas, in particular managing parole and probation institution, delivering professional/in-service trainings for probation officers and providing advisory support is required; – Experience in delivering professional/in-service trainings for probation officers, assessing and ensuring quality control for probation client case management is required; – Strong research and coordination skills, analytical capacities and ability to synthesize complex inputs into coherent support is required; – Understanding of inter-institutional cooperation and coordination, as well as enagaging of and bulidng networks of multidisciplinary professionals is desirable; – Knowledge of criminal justice system and stakeholders in Kazakhstan is desirable.
Languages
– English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. Fluency and excellent writing skills in English. Fluency in Russian is an advantage.
