JOB DESCRIPTION

  1. Project Context and Scope: The Labour Mobility and Social Inclusion (LMI) Unit at IOM Libya is implementing multiple initiatives to advance labour migration governance in the country. Under the direct supervision of the Policy and Research Officer and the overall supervision of the LMI Programme Manager, the successful candidate will coordinate data and research activities and develop thematic reports related to labour migration governance.
  2. Organizational Department / Unit to which the Consultant is contributing: Labour mobility and social inclusion (LMI) subunit of Research, policy and capacity building.
  1. Category A Consultants: Tasks to be performed under this contract

Labour Market Assessments and Research 

  1. Develop localized labour market assessments in key Libyan cities (e.g., Benghazi, Misrata, Sebha), tailored to reflect real-time dynamics and local economic conditions, supporting youth employment and skills enhancement programs under YESS initiatives.
  2. Conduct sector-specific assessments that evaluate demand for skills in various industries, identify opportunities for private sector engagement, and assess gaps in the current labour market.
  3. Coordinate with local stakeholders (e.g., municipalities, employers, and training institutions) to ensure assessments align with ground realities and programmatic needs.
  4. Design and implement innovative approaches to data collection and analysis for labour market trends, integrating qualitative and quantitative research methods.
  5. Collaborate with IOM teams and local counterparts to ensure labour market assessment findings inform programming and policy development.

Migrant Registration Initiatives & Labour Market Administration 

  1. Support research and analysis of migrant registration systems and initiatives in Libya, providing technical inputs to develop policies and strategies for improved registration practices. Evaluate existing migrant registration mechanisms, identifying challenges, gaps, and opportunities for enhancement, ensuring alignment with international best practices.

Research Oversight and Knowledge Production 

  1. Provide technical review of key research deliverables, including trend analysis and forecasting on labour mobility in Libya.
  2. Develop and maintain rigorous research methodologies to ensure high-quality and evidence-based outputs.
  3. Draft internal briefs, updates, and reports on emerging trends in labour migration and market dynamics.
  4. Produce policy briefs and knowledge products, offering actionable recommendations to support labour migration strategies and interventions.
  5. Analyze Labour Market Administration mechanisms to identify inefficiencies and propose systemic improvements.

Reporting and Administration 

  1. Support project reporting, Monitoring and Evaluation (M&E) tasks, and ensure robust data management practices.
  2. Address operational challenges, revise work plans when needed, and contribute to timely reporting aligned with IOM and donor requirements.
  3. Undertake duty travel as required to support project activities and monitor progress on deliverables.

Education, Experience and/or skills required
•     Master’s degree in international law, economics, migration studies, or a related field with at least four years of relevant work experience.
•     Proven experience in labour market analysis, migration research, and data management.
•     Expertise in developing and implementing research methodologies.
•     Strong understanding of Libyan labour migration dynamics and policy frameworks.
•     Advanced proficiency in data analysis tools and software.
•     Excellent writing skills for producing policy briefs and technical reports.
Level of Education: Bachelor Degree
