Description of the Assignment:

The national consultant will be expected to conduct research, especially of documents written in Lao language, based on the direction and technical support from the international consultant. Following from an earlier assessment of incentives, and using available local information, the consultant will assist as required to build the BIOFIN plan for Lao.

1. Under the direction of an international consultant, the national consultant will provide a review of policies, laws, and regulations, which are not available in English, to determine how they may be affecting expenditures on biodiversity conservation, and provide written inputs for the biodiversity finance policy and institutional review.

2. Carry out a stakeholder analysis identifying specific roles in biodiversity financing and the alignment of organizations with national biodiversity targets and action in the NBSAP.

3. Compile relevant conservation finance data and specifically liaise with the Ministry of Finance as required by the international consultant.

4. Report to and assist an international consultant, including conducting research as required, assisting with local interviews by providing interpretation as necessary, and arranging logistics for the required inception and validation workshops.

5. Record in note form questions and answers from the workshops and provide a timely report to UNDP and the international consultant.

6. Assist in the preparation of the national expenditure needs assessment.

7. Assist in the preparation of the national finance plan by providing local information on the proposed financing mechanisms as required.

To achieve the stated objectives, the consultant shall provide the following:

· Successful preparation of the inception workshop with completed workshop notes

· A co-authored financial report on the relevant laws, policies, and regulations on biodiversity expenditures

· A stakeholder analysis report

· Compiled financial information from the Finance Department

· Co-authored expenditure needs assessment

· Successful preparation of the validation workshop with completed workshop notes

 

All outputs and documents where applicable to be submitted in electronic form (soft copy) with approved formats compatible with Microsoft Office and Adobe Image and other files in approved formats.

Period of assignment/services: 50 working days..

Proposal should be submitted directly in the portal no later than indicated deadline.
