Consultancy Title: Development of Monitoring and Evaluation Dashboard for Adolescent and Youth Programs

Section/Division/Duty Station: Education Section, Kigali, Rwanda

Over the past four years, UNICEF has been working closely with the Ministry of Youth and Arts (MoYA) to implement several interventions to empower young people with skills through the Generation Unlimited (GenU) Initiative. GenU is a global initiative launched at the 2018 UN General Assembly as the world’s first global Public-Private-Youth Partnership Platform on a mission to skill and connect the world’s 1.8 billion young people to opportunities for employment, entrepreneurship, and social impact.

In Rwanda, the GenU initiative was launched in 2020 and has focused on skilling and upskilling young people to enhance their transition from school to the labor market. Through this initiative, a number of projects and programmes have been implemented, particularly aiming to give young people access to workplace-learning opportunities, improve access to labour market information, and mobilize and engage young people in civic activities.

How can you make a difference?

UNICEF is seeking an individual consultant to support the development of a monitoring and evaluation (M&E) dashboard for adolescent and youth development programmes and projects. The dashboard is expected to enable effective tracking of the implementation and results of diverse adolescent and youth development programmes.

SCOPE OF WORK/Key Tasks:

Under the direct supervision of Chief Education, UNICEF, and the guidance of the Director General for Youth Empowerment at MoYA, the consultant will lead the following activities:

• Conduct needs analysis on existing M&E tools and system, including in MOYA, to identify gaps and areas that require improvement based on the feedback from the users
• Work closely with M&E team in MOYA to identify M&E data needs and challenges to be considered when developing the dashboard.
• Define the required database structure and functionalities.
• Develop data collection tools/templates based on key performance indicators, to be monitored, provided by the M&E team.
• Develop the database with data entry and visualization features (dashboard), both web/online and excel-based reporting functions with relevant charts, graphs and statistical tables.
• Conduct testing and validation of the database and dashboard.
• Update the database with feedback from testing.
• Train users on the database and dashboard functionalities.

To qualify as an advocate for every child you will have…

Education: A University degree in Data Science, Information Technology, Software Development

Experience:

• At least 3 years of proven experience in data management and analysis.
• Strong experience with Node.js/TypeScript or any modern back-end programming frameworks and frontend frameworks such as Expressjs, Reactjs.
• Extensive knowledge of database technologies, both SQL (e.g., PostgreSQL, Oracle, Mysql) and
  NoSQL (e.g., MongoDB).
• Strong experience with Python programming frameworks for data visualization frameworks such as plotly, matplotlib.
• Strong experience with data visualization tools and frameworks such as Grafana, Kibana
• Experience of working with multi-sectoral programs, in particular understanding of the youth sector in Rwanda will be a distinct advantage.
• A research and strategy development background would be an advantage.
• Be familiar with adolescent and youth development programs and policies in Rwanda.
• Have strong written and oral communication and facilitation skills.

Language Requirement: Proficiency in written and spoken English and Kinyarwanda is required, French would be an added advantage.

ADMINITRATIVE FORMALITIES

• UNICEF will regularly communicate with the consultant and provide feedback, guidance, and necessary support to achieve the objectives of the work, as well as remain aware of any upcoming issues related to the performance and quality of work.
• As per policy on consultants, the individual will be expected to complete a list of mandatory training, including policies on Prohibiting and Combatting Fraud and Corruption, Prohibition of discrimination, harassment, sexual harassment and abuse of authority and other relevant policies for their information and acknowledgement upon acceptance of the offer.
• Before issuing the official contract, the consultant must complete the applicable training. The consultant will be provided with office space, access to office resources and other administrative arrangements necessary to complete the assignment.

CONDITIONS

• No contract may commence unless both UNICEF and the consultant sign the contract.
• The consultant will work remotely.
• The consultant will be paid an all-inclusive fee (stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule.
• The consultant is not entitled to payment for overtime, weekends or public holidays.
• No travel should take place without an email travel authorization from the section before the commencement of the journey from the duty station.

• Standard UNICEF procedures will apply for invoicing and all other financial management requirements set out in the contract.
• Standard penalty clauses will also apply for late and poor-quality deliverables. The supervisor of the contract will provide the consultant with the criteria for the evaluation of the quality of each deliverable.
• Additional details of UNICEF rules, regulations and conditions will be attached to the contract.
• Consultants will not have supervisory responsibilities or authority on the UNICEF budget.
