Responsibilities
Chairs UNRWA’s Sexual Misconduct Reference Group and Protection from Sexual Exploitation and Abuse (PSEA) Network to guide the Agency’s strategic coordination, planning and implementation of key initiatives. Undertakes research on related policies, UN practices and training, develops and rolls out training sessions to raise awareness and foster behavior change on SEAH; coordinates dialogue on key issues relating to sexual misconduct, including the application and implementation of a victim centered approach to ensure survivor support. Supports the development of a strategic plan to combat sexual misconduct and provides recommendations on objectives and activities; leads the development of, and reporting on, PSEAH annual action plans. Represents or supports UNRWA’s participation in high-level coordination meetings to monitor and stay abreast of developments and initiatives within the United Nations, including the Chief Executives Board for Coordination (CEB) and the SEA Working Group. Coordinates implementation of UN-wide initiatives with relevant departments and takes a leading role in policy development and capacity building needs (within and outside the work of the Sexual Misconduct Reference Group and the PSEA Focal Point Network). Contributes to the design and implementation of risk management, behavior change, Monitoring and Evaluation and accountability tools for prevention and response to Sexual Misconduct. Provides advice and technical support on the development, implementation, and proper application of policy and guidance, to promote consistency and coherence on issues relating to the Agency efforts to combat sexual misconduct.

An advanced university degree (Master’s or equivalent) from an accredited educational institution in gender, political or social sciences, safeguarding, law, or a related field.

Work Experience
At least seven years of progressively responsible and relevant experience in PSEAH, law, safeguarding, gender-based violence, and/or child protection is required. Two years of work experience in a related policy formulation, coordination with multi-level stakeholders and strong engagement with other UN and international organizations is required. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. An advanced university degree (Master’s or equivalent) from an accredited educational institution in gender, political or social sciences, safeguarding, law, or a related field is required. Experience working on issues related to refugees in the Middle East is desirable
Languages
Excellent command of written and spoken English is required. Knowledge of Arabic is desirable.
Assessment

Special Notice
This is a UN Regular Budget post. Type of Contract and duration: 2 years, with the possibility of further extension. The incumbent may be asked to travel throughout UNRWA’s five fields of operation based on operational requirements.
