Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC carries out strategic and operational coordination, humanitarian diplomacy and national society development and membership services, for and with its member Red Cross, Red Crescent National Societies.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC Myanmar Country Office is one of the IFRC Country Offices in the Asia Pacific Region. In Myanmar, the IFRC works closely with the Myanmar Red Cross Society (MRCS) and other members of the IFRC network to reinforce the MRCS’ unique humanitarian mandate and humanitarian activities, as well as its humanitarian diplomacy activities. It also provides vital technical, financial and logistical support to MRCS while strengthening its participation in regional and global cooperation during emergency and non-emergency times.
Job Purpose
The Senior Officer, with the support of the PMER Delegate, is primarily responsible for establishing and improving effective PMER, IM, and CEA systems and tools for operations supported by IFRC in Myanmar. This role involves providing direct technical advice and guidance to operational leadership and technical programme managers / officers across planning, monitoring, evaluation/review, reporting, learning and accountability, data and information management, and community engagement and accountability. The Senior Officer will also focus on strengthening the PMER, IM, and CEA capacity of MRCS.
Additionally, the Senior Officer will collaborate closely with the PMER, IM/Emergency Needs Assessment (ENA), and CEA teams from MRCS, IFRC, and other Movement Partners to coordinate systems and approaches for monitoring the evolving context and needs, while collecting and analysing up-to-date data to inform operational decision-making.
The Senior Officer will ensure that PMER, IM and CEA are central to operational strategy and delivery and that the standards and deadlines for quality programming, accountability and learning are adhered to in the operation.
Job Duties and Responsibilities
Planning, Monitoring, Evaluation and Learning
- Provide technical support to MRCS in emergency needs assessment/analysis.
- Provide guidance to MRCS to establish the planning tools and system for each sector and to cascade it down to the implementing branches.
- Work closely with MRCS to collect, collate, and edit inputs on the development of the (new and/or revised) DREF / Emergency Appeal document and Operational Strategy.
- Provide technical assistance in monitoring and evaluation plan development, operation review and evaluations as well as learning exercises including lessons learned/review workshops.
- Provide technical support for development and refinement of implementation plan, monitoring tracker and indicator tracking table (ITT) process as required.
- Carry out frequent field visits with MRCS team to collect data and stories for planning, monitoring and reporting.
Reporting
- Supporting PMER Delegate in monitoring reporting timetable for all emergency operations, in liaison with finance and operations to ensure adherence and timely submission of reports.
- Contributing to the preparation and delivery of narrative reports for all emergency operations (e.g., situation reports, field reports, operation updates, pledge-based reports, final reports) by supporting the consolidation of inputs from technical team members and ensuring coherence, accuracy, and compliance with IFRC and donor standards and formats.
- Collaborate with technical and support managers, particularly finance, Operations Manager, to ensure compatibility between narrative and financial information in all reports and for any pledge-based reporting. Cross-check the narrative information for coherence with the financial information.
- Provide feedback and guidance to all report development, verifying data and information to ensure consistency and accuracy so that all reports are submitted in a high-quality format in terms of content, completeness, and timeliness.
Data and information management
- Provide guidance and support to PMER Delegate in developing / improving tools, procedures, and standards for data collection across IFRC supported operations in MRCS.
- Provide technical assistance in activities such as needs assessments, household registrations, situational analysis, and mapping to inform operational decision-making.
- Support analysis of data such as response analysis, transfer value calculation, decision making matrix, market and price monitoring, survey data analysis, complaints and feedback data analysis and post distribution monitoring.
- Support data reconciliation of cash-based assistance and in-kind distribution.
- Maintain emergency operation database ensuring their effective and timely implementation, update and utilization.
- Lead and ensure timely preparation and generation of information products such as map, dashboard and infographic for information sharing and dissemination to relevant stakeholders.
- Provide technical support for MRCS to manage the GO Platform Myanmar page.
- Provide support on innovative data management initiatives.
- Be a focal point for all data protection matters related to IFRC supported operations and activities with MRCS and in general.

- Provide guidance and support in determining data protection considerations in the collection, management, storage, and sharing of data.
- Conduct data analysis, requested by teams through the line manager to inform programme management.
Community Engagement and Accountability
- Ensure that the operation is implemented in accordance with the Movement-wide commitments and minimum actions for CEA and policies and guidelines relevant to CEA.
- Support National Society in planning, rolling out and adaptation of CEA tools, methodologies, trainings and activities suitable to the local context and cultural practices.
- Ensure CEA approaches are incorporated into the operation’s plan and budget to increase inclusion, engagement and accountability to people and communities.
- Support and ensure use of the most relevant social sciences research, impact surveys and perception data (including social-cultural data, sources of vulnerabilities, community structures and power dynamics) across operations teams to support the design of comprehensive and evidence-based community engagement strategies.
- Support MRCS in strengthening of appropriate feedback methods and systems to gain a deeper understanding of community feedback (including misinformation and misconceptions).
- Ensure feedback is regularly analyzed and shared with key operation teams and decision-makers to inform action.
- Ensure sensitive feedback can be appropriately handled taking into account confidentiality, data protection and consent.
- Work with operation teams to ensure the most vulnerable groups have equal access to information channels and feedback mechanisms and participate in decision-making processes.
Capacity Building
- Build the capacity of MRCS staff to effectively use IFRC tools and platforms, including the GO platform, launching DREF, producing operation narrative reports and other relevant reports.
- Design and facilitate the training for MRCS staff and volunteers on essential PMER, data and information management and CEA aspects, including on the code of conduct, good communication skills, dealing with complaints and ensuring that feedback is acted upon.
Education
- Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.is required.
- Relevant post-graduate qualification/technical training (or equivalent experience) in PMER and/or project management is preferred.
Experience
- At least 5 years of experience working in the area of expertise is required.
- Solid experience in planning and producing high-quality report of emergency operations supported with graphic and statistical summaries is required.
- Experience working in an emergency response context is required.
- A broad understanding of global humanitarian issues, disaster response, recovery, and related areas is required.
- Experience of working in emergencies within international Organization is required.
- Experience of working for the Red Cross / Red Crescent or other humanitarian organization is required.
- Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems, tools and procedures for reliable data collection and management is required.
Knowledge, Skills and Languages
- Knowledge of PMER systems and standards, including the Results’ Matrixis required.
- Skills in supporting organizational learning, accountability and performance is required.
- Strong analytical and written skills, including report writing and presentation skills is required.
