JOB DESCRIPTION

Generic responsibilities

The Finance Technical Officer will be in charge of managing daily finance activities for the West Bank Area Office and ensuring the operation is compliant with NRC finance policies.

The following is a brief description of the role:

  • Ensure compliance with NRC policies, guidelines and standards.
  • Implement NRCs systems and procedures at the Area Office level.
  • Ensure compliance with Finance strategy, tools, handbooks, guidelines and donor regulations.
  • Support Budget Holders in tracking financial expenditures for West Bank Projects.
  • Maintain quality control and monitoring of supporting documentation.
  • Maintain proper filing and archiving of project financial documentation for West Bank operations.
  • Provide financial technical support and capacity building to project staff
  • Provide financial technical analysis, reporting and feedback to NRC representatives. Assess, promote and document ideas for technical improvement and further program development options.
  • Promote and share ideas for technical improvement.
  • Conduct quality control and provide technical support to implementing partners as required.

Specific responsibilities

Accountancy

  • Prepare salary posting after receiving project financial allocations.
  • Follow up with logistics on payments and deadlines – and with HR on employees’ advances.
  • Revise and post petty cash payments on a weekly basis.
  • Check all supporting documents of all payments to make sure that they are complete, correct, and in compliance with NRC and donor rules and regulations.
  • Prepare invoice posting, postback tools, and fair share allocation, as per NRC procedures.
  • Review and post all West Bank transactions.
  • Responsible for weekly and monthly bank reconciliation review for West Bank Area Office.
  • Support with the month-end closure, including the West Bank Balance Reconciliation Sheet (BRS) in coordination with the NRC Country Office.
  • Prepare all West Bank reallocations post-backs in close coordination with the NRC Country Office.
  • Cooperate with Finance Technical Assistant on filling and Securing Supporting Documentation.
  • Follow up on international payments.
  • Support to West Bank Area Office Audits; preparing supporting documents and samples.

Budgeting & Reporting

  • Provide the West Bank allocation to the accounting unit monthly, following the updated Spending Plan / forecasting.
  • Review transactions according to the budget versus actual (BvAs) and the eligibility of costs.
  • Review transactions; identify any wrongly coded transactions and correcting accordingly.
  • Preparing internal and external (donor) Financial Reports as required.

Context/specific skills, knowledge and experience:

  • Minimum of 2 years work experience in a finance related field.
  • Demonstrated experience of management of financial accounting systems.
  • Professional level of English and Arabic, Hebrew is an asset.
  • Experience working in an INGO is preferred.
