NRC in the Islamic Republic of Iran:

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced.   Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran’s efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its programme unit.

Role and responsibilities

The purpose of the Partnership Finance Coordinator is to be responsible for the establishment and maintenance of the partnership financial accounting system according to NRC & donor standards to effectively support programme and project implementation in collaboration with NRC bilateral partners in all project locations of Iran. The Finance Coordinator will sit within the Partnership Unit and report to the Partnership Manager.

The following is a brief description of the role.

Generic responsibilities:

  • Implement NRC’s systems and procedures at Partnership level.
  • Ensure adherence to Partnership, NRC policies, handbooks, guidelines and donor requirements.
  • Prepare and submit financial reports and analysis.
  • Ensure proper filing of all supporting documents in the filing tree.
  • Support partners in procedures and required finance team training.
  • Implement anti-corruption policy.
  • Support project staff in financial matters.
  • Maintain budget control and monitor cash flow for the project (Finance).
  • Ensure development and implementation of administrative systems and procedures.
  • Promote the rights of refugees and displaced in line with NRC’s advocacy strategy.

Specific responsibilities 

  • Prepare all consolidated financial reports both for donor (INTPA) and internal reporting requirements.
  • Check and verify NRC Partners’ financial reports and documentation.
  • Facilitate monthly Budget versus Actual (BvA) reports with budget holder and follow up on action points.
  • Prepare regular project financial progress analysis for internal and external consumption
  • Assist budget holders in preparation of budgets (Draft budget); prepare consolidated proposal or revised budgets for donor submission
  • Maintain proper and accessible filing of project financial documentation
  • Maintain Master budget update for the grant.
  • Focal point for internal and external audit processes related to the Partnership grant
  • Liaise with Partnership Partners to address gaps in financial capacity, reporting quality, to prepare supporting documentation and be prepared for audit procedures generally.
  • Provide financial information and support to Partners, particularly related to donor compliance
  • Be the focal point between implementing Partners and NRC.
  • Build the capacity of partnership personnel and organizations as required

Competencies

Professional competencies

Generic professional competencies:

  • 3 – 5 years of experience from working as a Finance professional preferabbly in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Previous experience from working in complex and volatile contexts
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal.
  • Having advanced skills in Microsoft Office, especially Excel.

Context related skills, knowledge and experience:

  • Degree in Finance or related field such as Business Administration.
  • Familiarity with donor rules and regulations is a plus
  • Qualification in accounting preferred.
