JOB DESCRIPTION

Org. Setting and Reporting
The position is located within the United Nations Assistance Mission in Afghanistan (UNAMA) Development Pillar based in Kabul and will report to the Head of the Aid Coordination and Coherence Section (ACCS).
Responsibilities
Within delegated authority, the Coordination Officer will be responsible for the following duties: Partnerships, Planning and Programming: • Develop and maintain productive partnerships with all nexus stakeholders, including mission components, UNCT and HCT members, bilateral and multilateral donors, regional organizations, international financial institutions, the private sector, civil society, relevant authorities and other stakeholders. • Support the preparation and implementation of UN common planning and programming processes, including the Humanitarian-Development-Peace Nexus, the UN Strategic Framework for Afghanistan (UNSFA), the Common Country Assessment (CCA), as well as issue specific strategies and plans. • Provide substantive and practical support, , to relevant committees, task forces, clusters, inter-agency coordination groups, steering committees and working groups. • Monitor and evaluate actions implemented through the Nexus frameworks, prepare position papers, and record policy related decisions. • Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary including note taking, speech preparation, briefing notes and ensuring that all logistics are in place. • Provides strategic and operational advice to the Development Pillar. • Supports the mission’s aid effectiveness role through regular engagement with the de facto authorities on national development plans and macro-economic stabilization. • Identify issues and develop strategies for a common UN approach through policy, advocacy and/or programming efforts. • Support the development of strategies, policies and other measures designed to achieve common objectives between the Mission, UNCT and other partners. • Leads engagement between UN, IFIs and relevant authorities to generate projects and builds consensus around initiatives to foster economic stabilization with a particular focus on banking and the private sector. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Information Management and Communication: • Maintain an effective system of information management designed to guarantee accessibility and utility of information on mission-specific planning and UNCT programmes as well as system wide policies, guidance and best practices. • Facilitate the flow of information between stakeholders, including between the UN presences and mission Headquarters. • Promote coherence in communication strategies among UN agencies and the Mission. As required, may perform any other task associated with the function.

Education
Advanced university degree (Master’s degree or equivalent degree) in business or public administration, economics, engineering, statistics or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in macroeconomics/development economics and/or socioeconomic strategy processes, including inequalities and gender issues in development country contexts is required. In-depth knowledge and experience in policy making in complex and challenging development settings is required. Substantial experience in macroeconomic policy including monetary and fiscal policies, poverty reduction strategies, inclusive growth, structural transformation and sustainable development issues including the SDGs is required. Demonstrated ability in resource mobilization and proven capacity to develop policy and impactful programme strategic interventions is required. Experience in post-conflict contexts; demonstrated political acumen in complex settings characterized by de facto authority rule and application of international sanctions is desirable. Experience working in or on Afghanistan such as in banking and private sector development is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is desirable.
