Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The Sendai Framework for Disaster Risk Reduction stresses the need for better governance of risk, in which the State has the primary role in reducing disaster risk. Building resilience to disasters also brings together the responsibilities of many sectors, stakeholders and levels of governance. By ensuring effective coordination of disaster risk reduction at national level, National Platforms play an instrumental role in ensuring an all-of-government and all-of-society approach to reducing risk and building resilience. These efforts are intimately tied to the coordination efforts at local level (ex. Local platforms), as well as supranational level (ex. European Forum for DRR). Through the drive and coordination of National Sendai Focal Points, the platforms have a crucial role in coordinating strategies, policies, actions, reporting etc. to ensure a more coherent implementation of risk reduction priorities, critical to the implementation and monitoring of the Sendai Framework. Across the Europe and Central Asia region, a number of national coordination mechanisms is in place, with different structures, legal status, budgets, scope and levels of activity. Nevertheless, all aim to ensure multi-stakeholder engagement in building resilience at national level, by implementing DRR measures and mainstreaming risk reduction dimensions across relevant sectorial policies, programs and instruments. A Regional Overview Report of National Platforms and Coordination Mechanisms in Europe and Central Asia was released in 2024. In Tajikistan, reducing disaster risk through the mitigation of the impacts of emergencies and building long-term resilience in a nexus approach relies on an effective and adaptive DRR governance system, which can adapt to an evolving risk environment and provide the necessary short and long-term capacities for risk management and resilience building. The consultant will be home-based and will work under the supervision of the UNDRR ROECA Programme Management Officer. Mission and objectives: UNDRR aims to support Member Countries in strengthening risk governance at all levels, in view of accelerating the implementation of the Sendai Framework. At a national level, and in line with Target E of the Sendai Framework, UNDRR supports national authorities and Sendai Focal Points in strengthening multistakeholder governance through National Platforms for DRR. The objective of this activity is to provide support to the development and strengthening of Tajikistan’s National Platform, by supporting its coordination and monitoring, and the capacities of the Secretariat of the National Platform, with a view to enhance synergies in programme implementation by all relevant stakeholders from political and technical levels, as well as identification of the next milestones in the country’s medium-term plans to implement the National DRR Strategy, consistent with the Sendai Framework.. Main responsibilities: Under the coordination of the National Officer in Tajikistan, with the administrative and technical support of the UNDRR Country Support Programme Officer and overall Regional Office capacity, the incumbent will be in charge of supporting activities through specific expertise related to: data collection, review and analysis of the current DRR landscape in Tajikistan and in the region, support to the development of the work plan for NPDRR with alignment of the country’s strategic documents, support arranging discussions within the thematic groups of the NPDRR, the assessment of gaps and status of the national DRR information portal and the development of an updated structure for the platform, including through support conducting consultations, meetings, workshops on non-governmental stakeholder engagement in disaster risk reduction.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in environmental sciences, public administration, political sciences, humanities, social sciences, or related area is required. A first-level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of working experience in the field of disaster risk management, climate change adaptation, civil protection, sustainable development. Experience in drafting reports on issues related to sustainable development, disaster risk reduction, and/or climate change is required. Two years of experience in data analytics or related area is desirable. Experience in public administration, EU affairs, research and academia is desirable. Experience with the UN system or any other similar international or regional organizations is desirable.
Languages
English and French are the two working languages of the United Nations Secretariat. Fluency Tajik, Russian and English is required.
