Investment and Policy Solutions Division (IPSD) in within GGGI is a group of “Global Practices (GPs)” and “Communities of Practices (CoPs)” aligned with the Programmatic Solutions and Global Operational Priorities (GOP) of Green Investments (GOP 1), Climate Action (GOP 2) and Poverty Eradication and Gender Equality (GOP 5) set forth in GGGI’s 2030 Strategic Framework. Green Growth Planning and Implementation (GGPI) is the primary operational division made up of regional units. The IPSD plays a cross-cutting role primarily managing the programmatic CoPs and the GPs which will lead the strategic development in key areas of GGGI engagement. GPs are responsible for GGGI’s strategic development and global results in areas such as Green Investments, Climate Action, and Gender Equality, providing services such as capacity building, tool development, and business development whereas CoPs comprise thematic experts who offer specialized advice and support in areas aligned with specific GOPs, focusing on project review, technical guidance, and strategic partnership development.
Green Investment Services (GIS) Global Practice (GP) is a specialized practice areabased in the IPSD, at GGGI’s Seoul headquarters works with programs and projects in countries, in close coordination with GIS regional investment leads based in Asia, Africa, Latin America and in the Pacific by:
- Providing technical and financial know-how through advice to country programs in the areas aligned with GGGI’s Strategy 2030 and GGGI’s two main investment workstreams: 1) infrastructure finance which projects. direct allocation of funds into ongoing projects, including direct debts, equities, and project-specific risk management tools like guarantees, and 2) sustainable finance which focuses on creating structured financial pools and products to accumulate funds for sustainable infrastructure projects;
- Working with GGGI Country Teams on the development of service offerings in GGGI’s programmatic solution areas, investment workstreams, and related delivery approaches;
- Developing new investment approaches, practice areas and programs based on the needs of the GGGI member and partner countries;
- Transforming experiences from country engagements and international networks into sub-regional knowledge sharing and national capacity building programs;
- Managing and developing knowledge products, publications, and GGGI’s involvement in networks like the Green Growth Knowledge Platform to enhance the knowledge base and corporate communications.
The GIS GP spearheads many of GGGI’s Global Programs, which are multi-country, multi-year initiatives aimed at amplifying investment in country programs through replicable models of success in strategic, solution-focused areas:
- Scaling-up investment mobilization results through replication of key solution areas that are key for delivering green infrastructure and climate goals,
- GGGI branding in frontier solution areas,
- Developing and sharing knowledge and skills within the region and across the region, and
- Enabling solution-focused resource mobilization.
The GIS GP expects to expand its technical capacity and broaden its intellectual base by hiring a focal person for program development and integrated delivery, particularly on bankable projects, financial instruments, and blended finance facilities.
POSITION SUMMARY
The Senior Program Assistant, under the guidance of Managing Director of GIS, supports developing business cases and preparing basic investment documentation. This role involves supporting the analysis of project opportunities and helping to evaluate the strengths and weaknesses of projects and their sponsors. The Assistant will also assist in the preliminary review of financial instruments and assist in exploring new practice areas.
In addition to the primary responsibilities, the Senior Program Assistant also serves as a backup for providing essential operational and administrative support to the GIS team when required. This may include managing information, performing desk research, assisting with itineraries, maintaining file systems, documenting processes, taking notes during meetings, and facilitating communication with relevant partners as needed.
PURPOSE
The Senior Program Assistant provides invaluable support to the GIS team under the guidance of the Managing Director by assisting in the development of business cases and preparing investment documentation, evaluating project opportunities to assess their strengths and weaknesses, and conducting preliminary reviews of financial instruments. The role also includes exploring new practice areas to foster innovation in green investments. Additionally, the Assistant is instrumental in maintaining organized processes by managing information, conducting desk research, coordinating itineraries, and documenting key workflows. Through effective communication with partners, the Assistant ensures seamless coordination and enhanced project execution.
ENGAGEMENT
The Senior Program Assistant will:
- Support project development by assisting the Managing Director in developing business cases and preparing investment documentation, analyzing project opportunities, and evaluating potential financial instruments.
- Facilitate strategic analysis by providing detailed analyses of projects and their sponsors to inform strategic decision-making, ensuring that insights align with GGGI’s goals.
- Coordinate stakeholder engagement by managing communications and coordinate meetings with stakeholders, maintaining effective partnerships and supporting project progress.
- Offer backup support for essential administrative tasks, proactively assisting in the smooth operation of the GIS team during peak times or as needed.
DELIVERY
In terms of delivery, the Senior Program Assistant will:
- Assist in gathering and organizing data for the development of new green investment projects. Help identify necessary project inputs and needs based on GGGI’s strategic directives and country-specific requirements.
- Support the identification and preliminary assessment of potential financing mechanisms and risk mitigation strategies under the guidance of senior team members.
- Contribute to the preparation and initial analysis of (pre)feasibility studies for green investment and infrastructure projects by collecting relevant data and engaging with stakeholders.
- Assist in performing basic financial, economic, and regulatory analysis by providing research support and data compilation in collaboration with country teams and government counterparts.
- Help ensure that project support activities are conducted efficiently and comply with GGGI’s standards. Assist in maintaining project documentation and filing systems.
- Assist in visualizing project documentation, including developing PowerPoint presentations to effectively communicate project findings and statuses to stakeholders.
- Assist in organizing and documenting meetings and workshops, ensuring all logistics are handled and materials are prepared.
- Assist in monitoring project implementation to ensure adherence to GGGI’s rules and guidelines and provide support during internal and external audits or reviews.
REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree in areas such as finance, business administration, international business or economic, environmental study, policy study, social sciences or commerce disciplines or related fields. Advanced university degree in a related field is a plus.
- Preferred minimum 1 to 3 years of working experience with understanding of climate & green finance.
- Experience in accessing and structuring finance for climate investments.
- Excellent command of English; other language proficiencies are plus.
- Experience in International Organizations will be an asset.
- Understanding in establishing structures for financial mechanisms/facility is a plus.
FUNCTIONAL
- Ability to efficiently manage a large number of tasks/activities simultaneously and to navigate through complex environments.
- Basic understanding of financial instruments and infrastructure projects.
- Interest in climate finance and investment banking.
- Analytical and modeling skills, particularly in Excel.
- Familiarity with environmental and social safeguards (ESS) and gender-sensitive design.
- Ability to manage multiple tasks and collaborate effectively in diverse environments.
- Demonstrate resourcefulness in supporting strategies under the guidance of senior team members, with a basic understanding of financial instruments and the desire to learn more about infrastructure project development.

WORKING CONDITIONS
This position is at the X5 national grade level in GGGI’s salary scale. For X5 Korean national grade the base salary starts from USD 42,012. Determination of base salary is subject to the candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
