JOB DESCRIPTION

POSITION TITLE: Associate Director – Technical

REPORTS TO: Technical Lead – EpiC

LOCATION: Country Office, Abuja

POSITION SUMMARY:

With guidance from the Technical Lead, the Associate Director – Technical will provide expert technical guidance to the Meeting Targets and Maintaining Epidemic Control (EpiC) Liquid Medical Oxygen (LOX) and Global Health Security program activities.

S/He forms part of the strategic team that directs technical operations of the overall FHI 360 EpiC project. S/he is responsible for program planning, implementation, monitoring, and reporting of the interventions implemented by EpiC as relates to the Global Health Security Agenda (GHSA).

KEY RESPONSIBILITIES:

Provide technical support on EpiC project oversight, monitoring and evaluation.

Provide technical guidance for the design and implementation of Global Health Security Agenda (GHSA) program activities with the goal of ensuring that relevant EpiC program design and implementation will achieve planned results and goals.

Participate in technical working groups (TWG) pertaining to GHSA, such as on Antimicrobial Resistance, Infection Prevention and Control (IPC), the One Health Platform, SWAp, and the National laboratory Technical Working group.

Provides technical support to the team on implementation of the Liquid Medical Oxygen (LOX) Infrastructure project including the development and follow up implementation of work plans for the supported health facilities.

Provide technical support to the EpiC project mpox scope and relevant GHS program activities, providing guidance for the development of Templates and tools such as for community-based surveillance (CBS), including passive, active, events-based modules, outbreak simulation exercise toolkit for community-based organizations, training modules on epidemic preparedness and response, GHS job aid, templates and risk communication materials that can be adapted for outbreaks, etc.

Prepare, analyze, and disseminate on a regular basis, reports to the Project Director – EpiC and donors on GHSA, One Health and infectious disease issues as well as EpiC project accomplishments as needed.

Establish and maintain productive collaborative relationships with a wide range of partners and stakeholders, USAID, the MOH and relevant agencies, MOA, MOE, multi-lateral partners such as WHO, FAO and UNICEF, IFRC, and donors such as the World Bank, and civil society groups and local and iNGOs

Contributes to the development and maintenance of systems that effectively respond to donor requirements regarding implementation procedures, reporting and evaluation.

Coordinates capacity development efforts in support of National, regional and state implementing agency staff, and other partners.

Ensures availability of technical resources and integrates their efforts into overall program management.

Perform other duties as may be assigned by the Technical Lead and Project Director

KNOWLEDGE, SKILLS AND ATTRIBUTES:

A multi-skilled person able to perform duties across different technical areas Knowledge of health and development programs in developing countries.

Sound knowledge of ongoing and emerging issues in relation to TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS.

Sensitivity to cultural differences and understanding of the political and ethical issues surrounding Global Health Security.

Ability to work well with others and to develop and maintain good working rapport with staff and other FHI partners.

Excellent written and oral communication skills, especially in terms of reporting.

Strong knowledge of public health programming, and of project monitoring

Ability to travel in Nigeria minimum of 25%.

QUALIFICATION AND REQUIREMENTS:

MBBS/MD/PhD or similar degree with 5-7 years relevant experience with international development programs which includes 2 years’ experience with COVID-19 program planning and implementation of Global Health Security program activities.

Master’s in public health, or similar degrees with 7-9 years relevant experience public health programming with international development programs including at least four years specialized experience in TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS in developing country settings.

Or B.Sc./BA in Public Health, Business Administration, Medical Sciences, Behavioral Sciences or its recognized equivalent with a minimum of 9-11 years relevant experience public health programming with international development programs including at least four years relevant experience in TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS in developing country settings.

Familiarity with Nigerian public sector health systems, international donor organizations, NGOs and CBOs is required.

Demonstrated success in multicultural environments is required
