Project: Meeting Targets and Achieving Epidemic Control (EpiC) Project

Position Title: Senior Technical Officer

Location: Country Office, Abuja

Supervisor: Technical Lead – EpiC

Basic Function:

The Senior Technical Officer will be responsible for providing expert technical support and inputs in the Meeting Targets and Maintaining Epidemic Control (EpiC) LOX infrastructure project’s strategies, and work plan activities as relates oxygen ecosystem, COVID-19, mpox and Global Health Security including stakeholder engagement, resource mapping and strategic & operational planning,

S/he will also be specifically responsible for oxygen component to the TA support to the Federal Ministry of Health and the States Ministry of Health as well as the interventions implemented by EpiC as relates to the Global Health Security Agenda (GHSA).

Duties and responsibilities:

Provide technical support to the teams in the implementation of LOX Infrastructure expansion project, Mpox and program activities related to the GHSA

Provide technical support to the team on the design and implementation of Global Health Security Agenda (GHSA) program activities with the goal of ensuring that relevant EpiC program design and implementation will achieve planned results and goals.

Contribute to all USAID reporting deliverables which include but are not limited to,
quarterly reports, annual reports, and work plans as relates to LOX Infrastructure and GHS.

Coordinates capacity development efforts in support of National, regional and state implementing agency staff, and other partners for Emerging Infectious Diseases.

Participate in National/State technical working groups (TWG) pertaining to GHSA, such as on Antimicrobial Resistance, Infection Prevention and Control (IPC), the One Health Platform, SWAp, and the laboratory Technical Working groups.

Provide technical support to the EpiC team to establish a mechanism that will support the sustainability of LOX systems after USAID support ends.

Provide technical support to the EpiC team on Implementation science, Knowledge management including Research, publications etc.

Maintain excellent Government, stakeholder, creative agencies, and partner relations.

Perform other related duties as requested by the immediate supervisor.

Knowledge, Skills & Attributes:

Extensive knowledge of health and development programming in a developing country.

Sound knowledge of ongoing and emerging issues in relation to TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS

Good understanding of Technical Assistance strategies to Host governments

Sensitivity to cultural differences and understanding of the political and ethical issues surrounding Global Health Security.

Working knowledge of major donor policies (USAID, Global Fund) as well as international not-for-profit organizations

Ability to manage tight deadlines and deliver high volumes of work with minimal supervision

Excellent stakeholder engagement, community mobilization and advocacy skills

Excellent interpersonal skills with ability to work as a team member

High degree of proficiency in written and spoken English communication

Well-developed computer skills

Ability to travel within Nigeria 25% time.

Qualifications and Requirements:

MBBS/MD/PhD or similar degree with 3-5 years relevant experience with international development programs which includes 2 years’ experience with COVID-19 program planning and implementation of Global Health Security program activities

Master’s in Public Health (majoring in Health Systems Policy and Management, Health Economics etc.), with 5 – 7 years relevant experience in projects of similar size and complexity which includes experience with program planning and implementation within public and NGO sector.

B.Sc./BA in Public Health, Business Administration, Medical Sciences, Behavioral Sciences or its recognized equivalent with 7-9 years relevant experience with international development programs including COVID-19 program planning and implementation at the community or state level working with public and NGO sectors.

Demonstrated success in multicultural environments is an advantage.
