JOB DESCRIPTION

The job holder serves as an Accountant in the Regional Financial Services Center (RFSC), USAID/Philippines. RFSC provides full range of financial management services to thirteen Operating Units: two regional Missions, Philippines (which includes Mongolia) and Pacific Islands (Fiji); the Papua New Guinea country office; four Field Offices in the Pacific Islands: Micronesia, Marshall Islands, Palau, and Solomon Islands; two Operating Units based in the Philippines, the Office of the Inspector General Regional Sub-Office in Asia (OIG/Asia) and the Bureau of Humanitarian Assistance (BHA); and, three development cooperation offices in Japan, Korea, and Australia.

Under the direct supervision of the Chief Accountant, the job holder performs the full range of accounting and budget operations, including budget formulation and execution; budget monitoring; funds control; cash reconciliation; data analysis and reporting. In providing project accounting support to technical teams, the job holder interacts directly with internal and external parties on matters relating to financial status and reporting requirements and provides clarity on USAID and federal financial management
policies and procedures in accordance with generally accepted accounting standards.

While each Accountant manages a primary portfolio consisting of one or more technical teams and/or client Operating Units, each Accountant also serves as backup to one or more of the others, performing some of the duties of the other position during peak periods and coordinating a balanced workload during the incumbent’s absence. As a result, all Accountants are thoroughly uniform in their knowledge, performance, and engagement in the full scope of the entire Mission portfolio and demonstrate the versatility and expertise to manage multiple portfolios at once. The Accountant may serve as Acting Chief Accountant in the job holder’s absence.

Major duties and responsibilities: FINANCIAL MANAGEMENT AND ACCOUNTING (45%), FUNDS CONTROL AND COMPLIANCE (30%), REPORTING AND ANALYSIS (15%), and ADMINISTRATIVE SUPPORT AND PROCESSES (10%).
