The Legal Department’s administrative law work is conducted through the Administrative Law Division (LEGAD) under the direct oversight of the General Counsel and Director of the Legal Department. The Assistant General Counsel (AGC) who heads LEGAD and two Deputy Division Chiefs together comprise LEGAD’s management team, and the Deputies are directly responsible for supporting the AGC in leading and overseeing the Division’s work. The Legal Department is looking to fill one of the Deputy Division Chief roles.

The Deputy Division Chief will support the AGC in providing strategic, intellectual, and operational leadership in the management of LEGAD and in carrying out a broad range of substantive administrative law work. More specifically, the incumbent will be required to carry out the following duties and responsibilities:

  • Contribute to the effective management of the Division, including by working collaboratively with the AGC in overseeing the Division’s work and staff; preparing for and participating in departmental extended management team and Division meetings; developing the Division’s submissions for the departmental Accountability Framework and budget formulation; conceiving and shepherding innovations in the management of the Division; and leading Division initiatives;
  • Assist the AGC in the formulation and implementation of LEGAD’s work program and activities, and setting priorities for the Division, in line with the administrative law needs of client departments and offices in the Fund, and in line with the key objectives and deliverables of the Legal Department as established in the Accountability Framework;
  • Working closely with the AGC, manage and assess the performance of assigned Division members (staff and contractuals), implement professional development strategies, develop staffing and succession plans, recruit and select new employees, establish and implement knowledge management processes and tools, and manage the Division’s outside counsel expenditures in a manner consistent with the Department’s overall budget strategy;
  • Assist the AGC in the supervision of the LEGAD’s activities, including by providing strategic and intellectual guidance and support to the team leads responsible for the varied practice areas of corporate services, human resources, information technology, investments, institutional issues, and litigation;
  • Coordinate timely and effectively between LEGAD and the Front Office and other Divisions of the Legal Department so as to provide consistent, integrated and client-oriented legal advice; and lead effective collaboration with other departments and relevant external stakeholders so as to identify, meet and exceed the Fund’s administrative law requirements;
  • Represent the Division at meetings with senior staff from other departments, and represent the Legal Department in meetings with management and at the Executive Board; and
  • Carry out other assignments as determined by the AGC.

Qualifications

Completion of LLM, JD, LLB, or equivalent, and licensed to practice law in any Fund’s member jurisdiction, is required, together with a minimum of twelve (12) years of professional legal experience at increasingly senior levels of responsibility, inclusive of managerial and/or supervisory experience, in one or more areas of law that are relevant to the Fund’s mandate and to LEG’s work program.

In addition to the Fund’s other relevant leadership competencies, the successful candidate will have strong skills in supervising and mentoring staff. The successful candidate will have excellent analytical skills, written and oral communication skills, sound judgment, a problem-solving mindset and a strong drive for results. They will have a proven track record as an intellectual leader in multiple practice areas within the administrative law field, as well as strong interpersonal skills and a demonstrated ability to build effective and collegial working relations.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.

The position requires Review Committee Approval.
