Organizational Setting

 

IT Support Officer works under the overall supervision of the WHO Representative in Myanmar, the technical guidance of the Technical Officer (HIV, Hepatitis and STI) in collaboration with the National AIDS Programme of Ministry of Health.

 

Major Duties and Responsibilities

 

1.       Responsible for monitoring and maintenance of computer systems and networks within the Ministry of Health (MoH), particularly those involved in reporting health information such as installing and configuring computer hardware operating systems and applications, monitoring and maintaining computer system and networks.

 

2.       Responsible for problem solving/issue resolution on reported problems/incidents and questions through corrective steps either in-person or remotely.

 

3.       Participate in the development of user training methods and standard operating procedures to improve Electronic Medical Recording (EMR) functioning and usefulness, including group training sessions and knowledge management of EMR

 

4.       Capacity Building of MoH IT staff in the following fields:

 

a.       Database Management System

 

b.       Maintenance of Database Sever

 

5.       Web developing and web site managements

 

6.       Wireless networks and Local area network design and maintenance

 

7.       Providing support, including procedural documentation and relevant reports to MoH staff

 

8.       Support the roll-out of new applications, including installation of relevant environments related to MoH development as required

 

9.       Assist in the procurement of new technology to be used in implementing the MoH health information priorities

 

10.    Deploy innovative healthcare industry-specific solutions that enable industry standards and processes (Test and Evaluate newly procured technologies)

 

11.    Perform system integration and configuration analysis to determine technical requirements

 

12.    Assess current state workflow of health care information systems running currently within MoH and work with respective implementation teams to validate proposed future state fits with overall project objectives

 

13.    Identify, assess and solve complex business integration problems whereas analysis of situations or data requires and in-depth evaluation of variables

 

14.    Work interactively with end-users from different health care software providers to configure, test and validate software application environment

 

15.    Analyse business requirements and objectives to determine the optimal configuration of requirements

 

16.    Implement, configure, test and document respective healthcare software

 

17.    Analyse existing system functionality and make recommendations regarding system enhancements

 

18.    Build relationships across technology teams and developers as well as earn credibility with all three disease program teams within a demanding environment

 

19.    Contribute technical input for the development of end-user and trainer-of-trainer training materials including data utilization and SOPs

 

20.    Perform other relevant duties as may be assigned by the supervisor

 

Work Relations and Partnerships

 

The IT Support Officer provides technical support to National AIDS Programme Unit. He/she needs to coordinate with focal from MoH, UN agencies, development partners, and implementing partners. He/she works together with Field Assistant/Data Assistant of respective state/region and Central Project Coordinators, Fileld Project Coordinator/M&E team/Logistic team from central as a team. He/she works as a part of WHO HIV, Hepatitis and STI Team in achieving goals of National Strategic Plan of HIV.

 

Impact of functions

 

The function plays a key role in strengthening the programme management of HIV prevention and control programme.  The support to MoH will contribute in state and regional planning, providing HIV services and monitoring of programme implementation.  

 

Qualifications

 

Educational background

 

Essential: Bachelor’s Degree in Computer Science, Information Technology or related degree

 

Desirable: Degree or certificates on Health Information Management, or related degree/training

 

Professional experience and knowledge

 

Essential: Minimum of two years working experience implementing software in a healthcare setting and health     information system software products, preferably on OpenMRS and DHIS2.

 

Desirable: Programme Management experience on HIV

 

   Working experience with UN, International NGOs

 

   Excellent understanding of MS Office with high proficiency in Excel, PowerPoint and Word

 

Language Skills

 

Knowledge of spoken and written English and Myanmar Language
