JOB DESCRIPTION

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Established in 2019, the Cluster Office covers both Tunisia and Libya, with dedicated programme teams and shared supporting and management units. In Tunisia, UN Women focused on three areas – Governance and Women’s Political Participation, Women’s Economic Empowerment and Women’s Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. In Libya, UN Women has strengthened its programme presence in Libya, responding to the complex governance, humanitarian, development and security challenges through its triple mandate. UN Women’s Libya is working to strengthen women’s political participation, ensure gender-responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in humanitarian consultations and processes.

Reporting to the Country Representative, the Planning and Reporting analyst will provide support to the Country Representative and the Head of Programmes in strategic programme planning, reporting and monitoring.

Description of Responsibilities

Provide support to the Country Representative in strategic planning for the Tunisia and Libya Cluster Office

  • Provide substantive inputs on the formulation of concept notes for UN Women’s intervention areas; as well as the office’s strategic note;
  • Provide inputs to the development of country programming processes and products, including the including the annual workplan, strategic note, and programme/ project documents, the preparation of United Nations Sustainable Development Cooperation Framework and other UN system joint programming documents;
  • Follow up on required action/outstanding issues and report on outcome/ result. Alert the Country Representative/ CCO on critical issues to be addressed.

Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation

  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Contribute to annual work plan monitoring, reviews and reporting;
  • Provide technical support to Staff and partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;

Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

  • Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Support with the draft donor and programme reports, including in meeting quality and timely delivery and RBM language;
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

Contribute to Monitoring and Reporting:

  • Support Strategic and Bi-Annual Planning ensuring alignment with cooperate guidelines and standards;
  • Support the country office periodic reporting ensuring timeliness and quality of information and data (quarterly and annual);
  • Provide inputs into the Country Office project proposals and plans, guiding the development of results framework based on Results-Based Management principles;
  • Coordinate the Country Office’s contribution to the Results Groups monitoring, evaluation and reporting function including but not limited to UNINFO data management.

Contribute to knowledge building and capacity building

  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Work with communication specialist to identify and highlight results and stories to share with donors and external audience.
  • Provide technical guidance on Results Based Management (RMB) and Monitoring and Evaluation to all programme teams and partners, including conducting practical training as required.
  • Contribute to capacity development including tools, training materials and packages;
  • Facilitate capacity-building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), monitoring and evaluation;

Functional Competencies:

Qualifications:

Education and certification: 

  • Master’s degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience working with programme planning and design is required
  • Experience in the development, planning, implementation, monitoring and reporting of programmes is required.
  • Experience working in gender equality and women’s rights at the international level is desirable.
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English and French is required.
  • Knowledge of Arabic is an asset.
  • Knowledge of another official UN language is desirable (French, Chinese, Russian or Spanish).
