JOB DESCRIPTION

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated ICLA project portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

  • Promote and share ideas for technical improvement

Specific responsibilities

  • Providing information sessions, counselling, legal assistance on house, land, property rights, legal identity documentation (LID), employment law procedure (ELP) and access to essential services (AES), contribute to capacity building trainings to refugee returnees, IDPs and host community (project participants) consistent with the applicable laws, procedures, communication with representative of IDPs and returnees is a must;
  • To liaise with governmental and nongovernmental organizations to create and maintain a network of organizations to which returnees and IDPs can be referred;
  • To collect and record information about the socio-economic, security and general conditions within the ICLA’s program strategy and approach for returnees and IDPs;
  • To maintain and update standard hard and soft filing from the caseload activities based on the instructions.
  • To remain updated on current legislation and legal developments in Afghanistan, international protection frameworks and human rights laws;
  • Participates in field visits for ICLA needs identification and follow up of activities (Information sessions, legal assistance on HLP rights, LID, ELP and Essential Needs
  • Participates in preparation of ad-hoc reports, monthly reports and thematic reports
  • Bring humanitarian, protection and essential problems and experience of returnees before and after return to the attention of NRC and relevant departments/stakeholders through referral system
  • Shall represent NRC in national and international meetings, when requested and promote exchange of information with relevant external actors
  • Participate in NRC staff seminars and training, when scheduled
  • Respecting the anonymity of clients approaching NRC and the confidentiality of information received from any clients all the time
  • Inclusive for close co-operation with NRCs other core competencies including needs assessments and identifying beneficiaries where appropriate
  • Being accountable on inclusion of cash-based interventions and market based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Any other tasks as instructed by immediate superior

Generic professional competencies:

  • Understanding of laws, rules and regulations related to housing, land and property (HLP) rights, legal identity documentation (LID), employment law procedure (ELP) and access to essential services
  • Relevant experience in humanitarian operations particularity in legal and advocacy fields
  • Good interpersonal skills
  • Knowledge of cash-based interventions and market based programmes
  • Willingness and ability to travel regularly to the field independently is essential
  • Ability to work under stressful conditions.

Context/ Specific skills, knowledge and experience:

  • Bachelor’s degree in law and Sharia Law (Mandatory)
  • Minimum experience (1-2 years) within NRC ICLA and/ or other humanitarian context that is inclusive to having knowledge of legal practice, like through academic law activities
  • Understanding and respect for humanitarian work, particularly relating to refugee returnees and displacement issues
  • Excellent computer skills especially (Ms. Office Package)
  • Excellent interpersonal skills
  • Knowledge of local languages including Dari, Pashto, having English language skills is a privilege
  • Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
