Job Description Summary
To generate and/or contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

About WFP

The United Nations World Food Programme (WFP) is the largest humanitarian organization fighting hunger in the world. Since 1968, WFP has been working in Niger to support poor women, men, boys, and girls. We aim at reaching the Zero Hunger Goal by 2030 by supporting the Government’s efforts on two fronts: saving lives and changing lives.

To save lives, we work in crisis affected areas. We are present in the Lake Chad Basin where the violence instigated by the conflict with Boko Haram has caused the displacement of thousands of people. This crisis has had a negative impact on the stability of the Diffa region, located in the southeast of Niger. Consequently, the local population has become more vulnerable to food insecurity. The situation around the border with Mali is also very volatile and increasingly instable. WFP provides food assistance in these areas to support victims of this conflict, refugees, displaced persons, returnees and host local populations.

To change lives, we work throughout Niger to make people more resilient to shocks, particularly those induced by climate change, which threaten the agricultural production and livelihoods of the most vulnerable Nigeriens. Our package of integrated activities covers nutrition, school canteens and technical assistance for land restoration. WFP purchases part of its food supplies locally and from smallholder farmers in order to revitalize the national and local economy. We focus on capacity building with the government and communities, victims of repeated shocks. People manage to break the vicious circle of poverty and look towards a better future for themselves and their children.

WFP manages the United Nations Humanitarian Air Services (UNHAS). Some regions are far from the capital and more difficult to reach. Thanks to its aircrafts, UNHAS enables all humanitarian personnel working in Niger to quickly and safely reach locations where they have ongoing operations. It enables us to reach vulnerable people even in the most remote areas.

Independent studies have shown that WFP’s interventions in Niger are bearing positive effects on the population. These results confirm that our efforts in support of the Government contribute, with the help of our donors, to the development of Niger.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide technical advice and support to WFP and partners on food security, nutrition, and resilience strategies, policies, and programmes, ensuring timely, productive use of outputs in compliance with WFP standards and processes.
  • Contribute to the design and implementation of systems, tools, and innovative methodologies for monitoring and assessing food assistance needs, including remote surveys (mVAM), while managing data collection, quality assurance, and reporting.
  • Conduct or support comprehensive food security, nutrition, and resilience analyses, preparing timely, actionable reports to inform country strategy, policies, and programme development in line with VAM policies and guidance.
  • Facilitate the development and improvement of programme activities by providing technical analysis, interpretation, and recommendations to address food assistance needs effectively.
  • Oversee the management, user support, and maintenance of databases on the MODA platform to ensure data quality, accessibility, and security.
  • Build capacity among WFP staff, partners, and national governments through coaching, training, and knowledge sharing to Strengthen their ability to analyze food security, nutrition, markets, and resilience data, and inform preparedness and response actions.
  • Represent WFP in technical discussions and meetings with partners to exchange knowledge, identify evidence-based interventions, and explore opportunities for collaboration.
  • Support partners focusing on food security and nutrition by sharing experiences, lessons learned, and best practices to strengthen collective outcomes.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  • Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Demonstrate advanced proficiency in data processing tools, including R, Stata, SPSS, and ODK to effectively present and analyze complex data.
  • Provide expert-level analytical and technical support on food security and nutrition, ensuring high standards of quality control for data collected by WFP and its partners.
  • Represent WFP in inter-agency joint food security assessments and thematic analyses, such as the Cadre Harmonisé process, Sites Sentinelles, EVIAM, IPC Chronic analyses, Adaptive Social Protection (ASP), and Rapid Response Mechanism (RRM), to promote evidence-based decision-making.
  • Contribute to the development and testing of new indicators and approaches, with a specific focus on measuring resilience.
  • Coordinate and provide technical advice to WFP Sub Offices on matters pertaining to assessments, food security analysis and food security monitoring.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, or other relevant field with one (1) year of expérience, or First University degree with additional years (3 years) of related work experience and/or training/courses.

Experience: Typically, 1year or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development Knowledge & Skills:

  • General knowledge of food security data analysis principles, methodologies, and best practices, with a foundational understanding of the underlying theoretical concepts
  • Strong written and oral communication skills, including substantive analysis and report writing skills.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
  • Language: International Professional: Fluency (level C) in French language. Intermediate knowledge (level B) of French

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Demonstrated experience in collecting geospatial and socioeconomic food security data, conducting both quantitative and qualitative analyses, and effectively communicating findings to senior leadership.
  • Successfully led surveys and multiple assessments in various countries, including the design, data collection, analysis, and reporting phases.
  • Has participated in design and implementation of WFP programmes focusing in food security.
  • Proficient in data analysis and processing tools such as R, Stata, SPSS, and ODK, with a proven ability to analyze complex datasets and generate actionable insights.
  • Ensured the regular and timely dissemination of data and information generated by the RAM Unit (and relevant technical partners) through appropriate channels, including bulletins, technical reports, donor reports, and factsheets, to support evidence-based decision-making.
  • Established efficient data management practices at all stages of evidence generation—data collection, management, analysis, and dissemination—to enhance the quality and accessibility of data.
