Position Overview

The Pan American Development Foundation is recruiting a new Monitoring & Evaluation (M&E) Coordinator to assist in monitoring, evaluation, accountability and program reporting.

The MEL Coordinator will be assisting a 5-year USAID-funded program to reduce threats to coastal and marine biodiversity in priority areas in the Caribbean. The activity aims to enhance climate resilience and human well-being of local communities, women, youth, and other marginalized groups while supporting the sustainability goals of large-scale tourism actors. The MEL Coordinator will be responsible for overseeing a comprehensive MEL framework to accurately measure the effectiveness and impact of the project’s interventions. This will include the creation and implementation of monitoring systems, conducting evaluations and assessments, and using the insights gained to continuously refine and improve project strategies. The MEL Coordinator’s work will be vital in ensuring that the project’s approach is data-driven, allowing for informed decision-making and adjustments to maximize impact on environmental sustainability and community resilience.

The role of Monitoring & Evaluation (M&E) Coordinator presents a challenging and exciting opportunity to support the demonstration and measurement of the program impact and outreach. This position will be based in Washington, D.C.

Essential Duties and Responsibilities

  • Coordinate the implementation of the MEL plan by leveraging the capabilities and expertise of a team of partners and staff.
  • Design and deploy tools, protocols, and procedures for data collection and performance monitoring.
  • Work directly with sub-awardees and work towards the collection and maintenance of project indicators.
  • Coordinate and corroborate appropriate information flow, useful for program tracking and assessment of changes incurred for strategic decision by management.
  • Coordinate the preparation of high-quality indicator reporting, capturing results of key activities and ensuring the authentication of quantity and quality of program achievements.
  • Maintain up-to-date supporting documentation and data for indicators to comply with USAID Data Quality Assessments (DQA) and regularly conduct internal DQA processes, under the guidance of a senior level MEL expert.
  • Conduct and oversee monitoring visits, influencing the framework, observation guides, and data collection strategies employed during monitoring activities by other staff members.
  • Ensure effective implementation of an iterative cycle of learning practices, including pause and reflect sessions, feedback loops, and collaborative learning and adaptation.
  • Contribute to program enhancement through sharing findings from continuous assessment, support in appropriate planning and strategic decision making.
  • Undertake any other functions or responsibilities which may be assigned by the Program Management Team.
  • Work towards continuing personal learning and development.
  • Maintain respectful and helpful relations with all PADF staff and partners in headquarters and the field.

Required Qualifications

  • Bachelor’s degree in Statistics, Economics, Sociology, or relevant discipline.
  • Three or more (3+) years of working experience in a M&E role (or similar) in the field of socio-economic development with a public institution, national or international NGO, donor or development agency.
  • Proven experience and skills in developing monitoring, evaluation and research protocols and tools.
  • Experience in working with local communities, civil society partners, and governments officials.
  • Experience of designing studies and research, using both qualitative and quantitative methods outsourcing the same and monitoring the outcomes.
  • Experience managing indicator tracking tables, writing reports, and documenting lessons learned.
  • Fluency in English and Spanish are required. This includes speaking, listening, reading and writing.
  • Demonstrated experience using advanced Excel functions.

Preferred Qualifications

  • Experience with SPSS, Access and other monitoring and evaluation software is a plus.
  • Experience designing and implementing surveys using Kobo or similar tools is preferred.
  • Experience analyzing GIS data related to hectares demonstrating improved natural resource management is preferred.
  • Knowledge of French is preferred.

Salary Range: $65,000 – $73,000.

A candidate’s salary is determined by multiple factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, and internal organizational equity.
