JOB DESCRIPTION

The IOM is actively involved in fostering bilateral and regional cooperation to establish secure and rights-based migration management systems in Bosnia and Herzegovina (BiH). Prioritizing assisted voluntary return, readmission frameworks, and counter-trafficking, IOM collaborates closely with state authorities and partners. The organization focuses on digitizing border and identity management, aligning with EU standards, and reinforcing anti-trafficking measures. Through high-level policy dialogues, IOM aims to advance integrated and non-discriminatory border management policies. Addressing regular pathways and inclusion, IOM broadens access for migrants, emphasizing safe and dignified solutions, while supporting the BiH Border Police with specialized equipment. The organization takes a holistic approach to return, reintegration, and readmission, emphasizing voluntary returns, regional cooperation, and human rights accountability. IOM also actively supports labour migration and diaspora engagement, leveraging reliable data and facilitating mobility to contribute to development and innovation in BiH.

 

  • Against this background, IOM seeks to create a roster of experts. The roster of experts in the area of migration management will be composed of highly qualified individuals with diverse backgrounds and expertise. These experts will be tasked with providing technical assistance, advisory services, and capacity building support.  The nature of the engagement encompasses a wide range of tasks, including but not limited to:
  • Conducting in-depth assessments of existing migration frameworks, policies and institutional arrangements with a particular focus on aligning migration policies with EU standards and legislation;
  • Conceptualization and delivery of capacity building activities tailored to the needs of various stakeholders in the above enumerated thematic areas;
  • Development of comprehensive curriculums and training materials and delivery of capacity building activities tailored to the needs of various stakeholders in the above enumerated thematic areas;
  • Conducting research, data analysis, and trend analysis to inform evidence-based decision-making and policy formulation.
  • Engaging with diverse stakeholders to build partnerships and foster collaboration,

 

The main profiles required for the roster are anticipated to possess proficiency in one or more of the specified areas, in Bosnia and Herzegovina, Western Balkan and the European Union.

 

  • Immigration and Border Management;
  • Countering trafficking in persons and smuggling of migrants;

  • Return, Reintegration and Readmission;
  • Regular Pathways and Inclusion;
  • Labour Migration and Diaspora Engagement;
  • Human rights and international humanitarian law;

  • International relations and advocacy

The experts on the roster will be expected to fulfil a variety of core functions and responsibilities aimed at supporting the effective implementation of project activities in the field of migration management. These responsibilities include, but are not limited to:

 

  • Conducting policy analysis and providing recommendations for the development or improvement of migration policies and frameworks.
  • Support in conceptualizing capacity building activities by analyzing the needs of target groups and stakeholders to identify relevant topics and strategies for planned capacity-building activities;
  • Delivery of capacity building activities such as on-the-job trainings, trainings of trainers, simulation experiences, etc.
  • Developing and delivering comprehensive curriculums and facilitator guides
  • Engaging with a wide range of stakeholders, including local and international government agencies, NGOs, international organizations,  local communities and countries of origin.

 

IOM reserves the right to seek services from the consultants on the roster on a need-basis. Experts will be required to submit an offer for each task requested by the organization.

 

Education:

  • University and/or advanced degree in law, economics, public administration, political science, international relations, public policy, development studies, or any other related field;

Experience:

  • Minimum of 10 years of proven expertise, knowledge and understanding in the field of migration management, trafficking in human beings, smuggling of migrants, labor mobility or related fields;
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
  • Experience in working in a multi-cultural environment;
  • Excellent knowledge of BiH and Western Balkan context and institutional structure;
  • Demonstrated experience in designing and conducting capacity-building events.
  • Good understanding of the situation in Countries of Origin would be an advantage

Skills:

  • Ability to effectively present and communicate information, both verbal and written;
  • Excellent drafting skills with the ability to consider and incorporate numerous comments and suggestions;
  • Excellent advocacy and negotiation skills
  • Ability to translate complex topics to consolidated documents;
  • Strong analytical skills.

Language(s):

Fluency in one of the three official languages in BiH and/or fluency in English.

The expert is expected to conduct most of his work from home with travel to Bosnia and Herzegovina when needed to attend the meetings. All official travel will be coordinated and approved by the IOM team in advance. IOM will cover the costs of transportation and daily allowance.
