We are currently seeking qualified MEL Director candidates to be proposed on an anticipated new activity in South Sudan focused on resolving ongoing communal conflicts to reduce violence and build a sustainable peace by addressing the underlying causes of conflict, promoting reconciliation, and supporting the development of inclusive and resilient communities.

Description:

The Monitoring, Evaluation, and Learning (MEL) Director will oversee the monitoring, evaluation, and learning components of the USAID/South Sudan Peace Building and Independent Media Activity. The MEL Director will lead the development and management of the MEL Plan, develop and maintain systems to collect data, and lead data analysis to produce information on inputs, outputs, outcomes, and impact of the program. The MEL Director will collaborate with and oversee sub-grantees to provide feedback on data collection and indicators, analyze data reported from sub-grantees, and support training of M&E personnel in quality assurance methods. The MEL Director will collaborate with the program team to support learning, evaluation, and planning, and oversee the implementation of operational research (OR) projects as well as analysis, dissemination, and use. The MEL Director will share MEL data and improvement plans, as well as strategies for program improvements for greater program effects with the program team. It is anticipated that the position will be based in Juba, South Sudan, and will report to the Chief of Party.

Job Summary/Responsibilities:

  • Design and oversee the monitoring, evaluation, and learning activities of the project.
  • Lead the design, development, planning, and implementation of project evaluation activities, including the development and dissemination of tools, materials, reports, papers, and intervention-linked research.
  • Develop strategies and tools for the design and implementation of monitoring of specific technical components.
  • Work closely with the heads of projects to co-design monitoring tools, select indicators, and determine field monitoring responsibilities. Ensure tool compatibility and coordination within the M&E framework, and consistency with national and donor requirements.
  • Provide technical assistance, develop and set up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
  • Focus on strengthening the M&E system, building the capacity of partners and staff, and improving alignment and support to host-country M&E systems.
  • Develop and lead the implementation of a robust learning agenda for continuous learning, collaboration, and adaptation.
  • Undertake periodic reviews of program and/or country M&E systems and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
  • Oversee the publication and dissemination of information on successful and promising approaches, lessons learned, and other program results to program partners, donors, Government of South Sudan counterparts, and other key stakeholders.

Required Qualifications:

  • Master’s degree in monitoring and evaluation, Knowledge/information services, Social Sciences, International Development, Peacebuilding, and/or a relevant discipline. Significant study in the field of international development and/or program monitoring and evaluation.
  • At least ten (10) years of experience related to monitoring, evaluating, and reporting on programs in high-burden, resource-constrained settings and challenging environments. including experience managing and/or effectively implementing monitoring, evaluation, learning and research activities for development activities, especially in the livelihoods, youth engagement, inclusive development, peacebuilding, social science research, and/or other relevant sectors
  • Experience in the design and implementation of M&E systems for USG-funded projects.
  • Strong background or formal training in evaluating international development programs.
  • Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
  • Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods.
  • Excellent report writing, analytical, and communication skills, including oral presentation skills.
  • Demonstrated statistical analysis skills and use of relevant software (e.g., SAS, SPSS, Nvivo, ODK, PowerBI).
