JOB DESCRIPTION

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ development projects, by providing sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations. As a self-financing entity within the UN system, UNOPS must ensure that the projects it delivers meet client expectations in terms of cost, quality and time, while at the same time ensuring that these projects collectively meet a broader array of success criteria.

As part of its UNOPS Republic of Serbia Multi-Country Office (RSMCO) operations, and in partnership with the Ministry of Education, Science and Innovation in Montenegro (the Ministry), UNOPS in Montenegro is initiating a ““Enhancing School Infrastructure in Montenegro (ESIM)” Project in Montenegro, funded by European Investment Bank (EIB), which is designed to enhance the capacity of national and local stakeholders, primarily the Ministry, to better plan, deliver and manage school infrastructure. This Project is part of a broader programme that will contribute to improved quality of pre-school, primary and secondary education in Montenegro and it is part of the broader vision focused on further comprehensive education reforms. The key beneficiaries of the Project are the Ministry of Education, Science and Innovation and schools in Montenegro.
One of key Project deliverables relate to enhancement of the existing Ministry of Education Information System (MEIS) in order to improve data collection and data analysis related to school infrastructure.

 

Under the guidance and supervision of the Project Manager, and in close collaboration with the ICT Department of the Ministry, the ICT Specialist will be responsible for enhancement of different information systems with regard to data collection, exchange and data analysis.

The selected candidate will undertake the following activities:

Identification of beneficiary needs

  • Assess the ICT needs and capacities of the national stakeholders in relation to development and establishment of information system;
  • Assess and define the specific data collection requirements and expectations of the relevant national partner, ensuring that all necessary information is identified to support their objectives
  • Advise national partners on the development, operation and maintenance of ICT solutions;
 

Identification of information system requirements

  • Gather functional and non-functional requirements based on the analysis of the relevant business processes;
  • Identify the scope of the information system based on the analysis of relevant business processes, with particular consideration for interoperability with other systems.

Software development

  • Design and implementation of information systems;
  • Providing upgrade of existing information systems;
  • Definition of the SQL code for extracting data from information system databases;
  • Development of user interface using required technologies;
  • Development of REST services using required technologies;
  • Development of various database reports using required tools;
  • Putting new modules into operational use, which includes following activities: installation of application and database servers, deployment of the software modules onto the production environment;
  • Testing of software solutions, including unit testing, integration testing, acceptance testing.

Users training

  • Assess the level of IT literacy and skills of the national partner employees that will be using/operating the information system;
  • Developed and/or conduct ICT training related to information system;

Support to management

  • Provide advice on ICT issues relevant for the Project;
  • Contribute to development of Project plans and reports related to ICT domain, management of risks and issues, and identification of lessons learned.

 

Education

  • Master degree preferably in Computer science, Information Technology, Electrical Engineering is required, or another relevant technical field.
  • Bachelor Degree in relevant discipline with two additional years of relevant years of experience may be accepted in lieu of MSc.

Work Experience

  • Minimum two years of experience in IT systems design/development in the public sector is required;
  • Previous experience in performing needs assessments/gap analyses is an asset;
  • Previous experience in business process analysis and defining requirements for data collections and data sets is an asset;
  • Experience in conducting users training of software will be considered as an asset.

Language Requirements

  • Fluency in Montenegrin and English (speaking, reading and writing) is required

This is a local position, it is therefore open to nationals of Montenegro and to individuals who have a valid residence/work permit.
