Description of the Assignment: National Economist for Project Proposal Development: Implementation of Zoning and Sea/Landscape Planning Approaches

 

Period of assignment: approximately January- February 2025 (2 months) not more than 20 working days

 

Place of Work: Home-based with one business trip within Kazakhstan (Atyrau and Mangystau regions)

 

Contract type: Individual Contract (IC)

 

Scope of work:

The National Economist will be responsible for the preparation of proposals for the project document on the implementation of zoning and sea and landscape planning approaches for the Kazakhstani part of the Caspian Sea and the Caspian Lowland (Zhylioy district in the Atyrau region and Tupkaragan district in the Mangystau region) should be based on and include:

1) Conduct an economic analysis of the development potential of Atyrau and Mangystau regions (Zhylyoi and Tupkaragay districts), identifying and evaluating promising and/or alternative economic activities that can be introduced to promote sustainable development. This includes analyzing the economic viability and potential benefits of these alternative activities, ensuring they contribute positively to the local and regional economies.

2) Evaluate the economic impacts of current policies and regulations on land and marine resource use and suggest economic incentives for better policy alignment.

3) Conduct an institutional assessment to identify key government and non-government organizations responsible for territorial and economic development and strategic planning by conducting meetings and collaborations with those that can assist with the integration of zoning based on landscape planning at the district and regional levels.

4) Develop methodological recommendations for creating functional zoning schemes based on international experience. An improved zoning and landscape planning approach will be implemented using this guide, focusing on the prospective development of the area for sustainable economic growth in the targeted oblasts by integrating them into the Development Programs of regions for 2025-2030.

5) Conduct at least four consultations (online/offline) on project-related work for stakeholders and contribute to the preparation of the validation workshop;

6) Provide input (information or data) for the relevant section of the Project Document (ProDoc).
