Under the guidance of the Coordinator- Capacity and Leadership Strengthening (CAL) – Data, Strategy and Innovation (DSI) Group, the consultant will provide technical support to develop and implement innovative leadership strengthening initiatives for global health.
Universal health coverage (UHC) is a vision of all people obtaining quality health services without suffering financial hardship. Achieving UHC is the central focus of WHO’s 13th General Programme of Work and a specific target of the Sustainable Development Goals (SDG3.8).
Advancing UHC is not an easy nor straightforward journey – it requires technical and political knowledge, skills and commitment to realize the vision of improved health outcomes for all. Notably, strong health leadership is essential to systematically guide and drive multi-faceted actions within and beyond the health sector. However, many health leaders have not received sufficient hands-on training or capacity-building support.
CAL team under the Data Strategy and Innovation (DSI) Group, plays a central role in providing guidance and support to the Member States’s capacity building. The team plans to analyze current capacity building and leadership programs and country needs, and develop a new strategy and implementation plan for future capacity building initiatives. The unit will also provide up-to-date skills and knowleged training for the countries in the region in collaboration with Headquaters, Member States and partners. These capacity building initiatives includes WHO fellowship, study tour, leadership programs (e.g. Global Health Learning Centre (GHLC), group training and online traninig (e.g. Pacific Open Learning Health Net(POHLN)) in the Region.
Output 1. Enhanced leadership program for mid-level officials (Global Health Learning Centre; GHLC)
Deliverable 1.1: Organize and conduct an evaluation on previous global health learning centre
Deliverable 1.2: Provide technical support for the program preparation, including developing the curriculum, drafting relevant materials, creating an implementation plan, and communicating with stakeholders
Deliverable 1.3: Provide technical support in organizing events, both online and face-to-face training, and engaging with GHLC fellows.
Deliverable 1.4: Draft concept notes, proposals and relevant documents for GHLC 2026 based on the experience learned from GHLC 2025
Output 2: New UHC Leadership program for High-level officials in resource-limited settings
Deliverable 2.1: Provide technical support in designing and drafting a curriculum, training materials, and implementation plan for the UHC leadership program for ministers and high-level officials in Pacific Island Countries
Deliverable 2.2: Identify and establish partnership with Member States, International development agencies and academy institutions to develop and implement the program
Essential: First university degree in public health, public policy, education, social science or related field from a recognized university.
Desirable: Master’s degree in public health, public policy, education, social science or related field from a recognized university. Training in health programme, policy development/management, and health leadership at national or international level.
Essential: At least 5 years of experience in public health and health policy at national and international level.
Desirable: Experience in working with international organization, desirably WHO, or in a multicultural working environment
Strong knowledge and understanding of health policy and communication in diverse settings including high, middle income and Pacific Island countries
Strong writing skills including developing concept notes, reports, and donor proposals
Technical and diplomatic skills to engage and collaborate with WHO teams, ministry of health, experts and partners.
Ability to think and work independently or with minor supervision to plan, design and implement a systematic approach to problem solving.
Ability to work harmoniously as a member of the team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct
Expert knowledge of English
offsite: The consultant should conform to working hours of WHO Regional Office for the Western Pacific, in Manila, Philippines.
The consultant is expected to travel to the following location to the deliver part of the TOR:
Location: Manila, Philippines – travel date between June to August 2025;
Purpose: To provide support in preparing and organizing GHLC
Location: Fiji – travel date within March 2025
Purpose: To conduct field visit to Pacific countries to develop Pacific UHC Leadership program
Remuneration: Pay Band B, USD 7,000 – USD 8,000 (monthly)
Expected duration of contract: 11 months, March 2025 – January 2026 (80% FTE)
