The purpose of the consultancy is to update and maintain the Western Pacific Data Platform and to design and develop interactive dashboards for GPW 14, Regional Vision of the Western Pacific Region and to monitor health inequalities and support the development custom dashboards drawing data from multiple sources. Further, the consultant would also be expected to support the development of web-based mobile data capture solutions for specific purposes.
Health and non-health data are critical to measuring and understanding progress in attainment of the health-related Sustainable Development Goals, Universal Health Coverage and other global and regional Action Plans including WHO’s General Programme of Work.
WHO launched the Western Pacific Health Data Platform in March 2022 and maintains an up-to-date repository of key health indicator data. The platform attracts over 10 000 new users annually and is a rich source for health and health related information.
With the recent updates from the Global Health Observatory (GHO), Global Health Estimates (GHE) and from other reliable sources, the Health Information and Intelligence unit is drafting an SDG progress/GPW14 baseline report and has also developed UHC country profiles. Similarly, work is underway to develop capacity and data visualizations on equity analysis for the 75th Regional Committee meeting. There is a need to design, build and host these dashboards as part of the Western Pacific Health Data Platform. There is also a need to host dashboards for the Region on the status of WHO’s GPW 14 indicators and the Regional Vision indicators once finalized.
Furthermore, WHO WPRO also supports Member States with the development of custom dashboards drawing health and related data from multiple sources. and this initiative needs to be supported by ensuring seamless automatic exchange of data for visualization.

Essential: Master’s degree in information and technology, computer science, technology management, knowledge management or other related field from a recognized university.
Essential: Minimum 8 years of experience in developing and managing information and database systems including developing web-based dashboards and mobile data solutions. Work experience in health information systems development, health data monitoring, health surveillance, health research, and/or health information systems strengthening at international level.
Desirable: Experience in countries in the WHO Western Pacific Region is an advantage. Experience in DHIS2.
Programming/scripting languages: JavaScript, PHP, Python or R, Drupal
Database management system: SQL/MySQL
Geographical information system (GIS) software: QGIS, ArcView/ArcGIS Apache web server
Essential: Expert knowledge of written and spoken English language.
Desirable: Additional proficiency with any language for countries in the Western Pacific Region

The consultant is expected to undertake duty travel to Member States as needed.
Rate: Pay band Level B, USD 8,000 (monthly)
